Job Overview:
The Program Analyst position is crucial for the effective management of the Global and Afghanistan Portfolio under the WPHF WHRD Window. Reporting to the Project Coordinator, the Program Analyst is responsible for providing both administrative and programmatic support. This includes contributing to the design, formulation, implementation, and evaluation of the window’s outputs and activities. The role requires close collaboration with various stakeholders including program and operations teams, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society organizations. The Program Analyst will analyze results achieved during implementation and ensure the appropriate application of systems and procedures to support the successful delivery of the portfolio’s outputs and activities.

Duties and Responsibilities:
  • Contribute technically to the development and implementation of the WPHF WHRD window’s strategies by providing inputs to program/project proposals and initiatives, supporting the annual workplan and budget, monitoring implementation, coordinating calls for proposals, and reviewing financial and narrative reports from partners.
  • Provide technical assistance and capacity development support to partners by overseeing the implementation of activities and identifying opportunities for capacity building.
  • Monitor progress on the window’s activities and support reporting against results and indicators, including inputs to quarterly and donor reports.
  • Support the management of finances by monitoring budget implementation and providing inputs to financial reports.
  • Contribute to building partnerships and resource mobilization strategies by analyzing information and maintaining databases related to the WPHF WHRD window.
  • Provide inputs to advocacy, knowledge building, and communication efforts, including background documents and support for advocacy activities and campaigns.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/program management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should demonstrate strong technical skills in program formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management and the women, peace, and security agenda.

Educational Background:
A Master’s degree in relevant fields such as social sciences, human rights, gender/women’s studies, or international development is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Project management certifications are a plus.

Experience:
At least one year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in Women, Peace, and Security is desirable, as is experience in coordinating with government agencies and donors.

Languages:
Fluency in English is mandatory. Knowledge of Dari and/or Pashto is desirable, enhancing communication with local partners and stakeholders.
