Job Overview: The Programme Management Officer position is located within the Climate Change, Food Security and Natural Resource Management Division (CFND) of the Economic Commission for Africa (ECA). The primary focus of this role is on the implementation, monitoring, and evaluation of programs and operations related to climate change, food security, and natural resource management. The officer will be responsible for developing and evaluating assigned programs/projects, analyzing their implementation, and proposing corrective actions when necessary. This role also involves conducting research, assisting in policy development, and preparing various written outputs such as reports and background papers. The officer will engage in outreach activities, conduct training workshops, and participate in field missions, providing guidance to external consultants and government officials. The position requires a proactive approach to identifying trends and patterns through data analysis, enabling data-driven decision-making and planning.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include: participating in the development, implementation, and evaluation of assigned programs/projects; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying problems and proposing corrective actions; performing consulting assignments; researching and analyzing information from diverse sources; assisting in policy development; undertaking survey initiatives; preparing various written outputs; providing substantive support to meetings and conferences; conducting outreach activities; participating in field missions; coordinating budget and funding activities; collecting and analyzing data to identify trends; and performing other duties as required.

Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Additionally, two or more years of experience in data analytics or a related field is desirable. Familiarity with ERP systems, business intelligence tools, and proficiency in Excel and PowerPoint, as well as experience in report drafting and engagement with clients and donors, is also desirable.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required. Candidates should refer to the UN Language Framework for the minimum required level of proficiency in these languages.
