Job Overview:
The position of International Consultant - Migration Evaluation involves a comprehensive assessment of a specific project aimed at evaluating its performance against its defined objectives. The consultant will be responsible for delivering a series of evaluation reports and summaries that adhere to the established Terms of Reference (ToR) and meet the quality standards set by the ECA. The evaluation process is scheduled to take place over the first and second quarters of 2026, culminating in a final report due by June 16, 202
  • The consultant will engage in various tasks including designing the evaluation methodology, leading data collection efforts, and analyzing findings to provide actionable recommendations. This role requires a high level of expertise in migration and development contexts, as well as strong analytical and communication skills to effectively present findings to stakeholders.

Duties and Responsibilities:
The consultant will undertake a range of duties and responsibilities, including but not limited to: 1) Designing, planning, and implementing the evaluation in accordance with the Terms of Reference (ToR). 2) Leading the data collection process, which involves consulting and liaising with project stakeholders, key informants, and partners to ensure the successful delivery of all evaluation deliverables. 3) Analyzing key findings to assess the project's performance, drawing conclusions, and making recommendations based on the evaluation results. 4) Drafting the evaluation report in alignment with the agreed-upon approach and ensuring it meets ECA's specifications and timelines. 5) Preparing and delivering presentations on the draft evaluation report to relevant stakeholders. 6) Managing and coordinating the data collection support team, providing technical leadership and ensuring high-quality outputs are delivered on time. 7) Participating in briefings and discussions as necessary, either online or in person, to discuss the evaluation process and findings. 8) Upholding ethical standards by ensuring the rights and confidentiality of information providers are safeguarded throughout the evaluation process.

Required Qualifications:
Candidates must possess an Advanced University Degree (master's or equivalent) in relevant fields such as Migration Studies, Development Studies, Social Sciences, Economics, or Public Policy. Alternatively, a first-level university degree combined with 10 years of qualifying experience may be accepted. Additionally, candidates should demonstrate expertise in migration, regional integration, governance, and gender issues within the African context. Proven experience in strategic planning, monitoring and evaluation (M&E) methods, information analysis, and report writing is essential. Familiarity with the African Union's Agenda 2063 and Agenda 2030 is advantageous, as is experience in evaluating UN programs or AU projects.

Educational Background:
The educational background required for this position includes an Advanced University Degree (master's or equivalent) in fields related to migration, development, social sciences, economics, or public policy. A first-level university degree may be considered if accompanied by a relevant combination of 10 years of qualifying experience. This educational foundation is crucial for understanding the complexities of migration and development issues in the African context.

Experience:
A minimum of 10 years of proven experience in conducting complex evaluations of multi-country, multi-stakeholder development projects is required. This experience should encompass a variety of development contexts, particularly in migration and related fields. Candidates should have a track record of successfully leading evaluations and delivering high-quality reports that inform policy and program decisions.

Languages:
Fluency in English is required for this position, as it is one of the official languages of the United Nations. Additionally, fluency in French or other UN or AU official languages will be considered a distinct advantage, enhancing the consultant's ability to communicate effectively with a diverse range of stakeholders.
