Job Overview:
The Senior Data and Surveillance Analyst will play a crucial role in the STRIDES Ethiopia project, serving as both the Monitoring and Evaluation (M&E) Officer and the technical lead for surveillance data analysis. This position is pivotal in supporting the implementation and performance monitoring of STRIDES activities in Ethiopia. The Analyst will be responsible for leading data analysis, conducting risk assessments, and performing surveillance performance reviews to identify gaps and improve data quality. The role requires close collaboration with various stakeholders, including the Federal Ministry of Health and the Ethiopian Public Health Institute, to ensure that surveillance data is collected, validated, analyzed, and interpreted effectively. The Analyst will also contribute to the development of M&E systems and tools that align with project objectives, ensuring that data is accurate, timely, and actionable for decision-making at both national and sub-national levels. Additionally, the Analyst will lead routine surveillance performance reviews, identify high-risk areas, and provide technical recommendations to enhance surveillance systems and program effectiveness. The position also involves the development of dashboards, reports, and data visualizations to facilitate data use among stakeholders, thereby ensuring that project implementation is informed by high-quality data and aligned with national priorities in Ethiopia.

Duties and Responsibilities:
The Senior Data and Surveillance Analyst will be responsible for leading the day-to-day implementation of surveillance data analysis, monitoring, and evaluation (M&E) activities for STRIDES Ethiopia. This includes conducting routine reviews of epidemiological data and surveillance performance across various levels. The Analyst will apply strong analytical judgment to select appropriate methods and tools for assessing surveillance system performance, identifying gaps, and generating actionable insights. Technical guidance will be provided to project staff and counterparts on surveillance data analysis and performance monitoring. The Analyst will collaborate with project management and technical teams to develop and implement work plans and budgets, ensuring alignment with project objectives. Responsibilities also include supporting the integration of data-driven decision-making across project components, addressing operational challenges related to surveillance performance, and contributing to the development of surveillance strategies and frameworks. The Analyst will prepare technical reports and presentations to communicate findings and recommendations to stakeholders, ensuring that surveillance data informs program implementation and prioritization of high-risk areas.

Required Qualifications:
Candidates must demonstrate a strong knowledge of epidemiology, public health surveillance systems, and monitoring and evaluation (M&E) concepts. They should possess experience with surveillance data management platforms and have strong analytical and problem-solving skills. The ability to interpret complex surveillance data and communicate findings effectively is essential. Candidates should also have a solid understanding of the national public health and surveillance context in Ethiopia, along with the ability to collaborate effectively with multidisciplinary teams. Strong interpersonal skills and the ability to influence stakeholders in data use for planning and performance improvement are also required.

Educational Background:
A Bachelor's degree is required, with a Master's Degree (or its international equivalent) in Epidemiology, Public Health, or related health fields preferred. This educational background is essential for understanding the complexities of public health data and surveillance systems.

Experience:
Typically, candidates should have at least 6 years of relevant experience in public health, epidemiology, surveillance systems, or monitoring and evaluation. This experience should include a strong focus on data analysis and performance monitoring. Demonstrated experience in analyzing and interpreting surveillance data, as well as familiarity with current practices in public health surveillance, is crucial. Experience working with government counterparts and partners in the health sector is also preferred, along with the ability to prepare technical reports and analytical products.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak in Amharic also required. Proficiency in additional languages may be considered an asset, but English and Amharic are essential for effective communication in this role.

Additional Notes:
The position is expected to involve travel requirements of 10% to 25%. The hiring salary range for this role is indexed to USD 21,333 to USD 30,000 annually, with considerations for relevant experience and education.
