This position involves providing high-level technical support in data analytics, program evaluation, and policy development. The Senior Advisor will work closely with the MoH to strengthen the integration of strategic information systems with HIV prevention and treatment services, ensuring that policies are evidence-based and updated regularly. Duties and Responsibilities: The Senior Advisor will have a range of responsibilities, including: 1) Capacity Building and Mentorship for MoH Staff (30%): Design and implement training programs in monitoring and evaluation (M&E), data management, and epidemiological methods; develop training materials; provide mentorship to MoH staff; and conduct assessments of mentee competencies. 2) Strategic Information Management, Data Use, and Policy Development (25%): Lead technical support for data-driven decision-making; produce analytics and policy briefs; guide the integration of biomedical guidelines; maintain the DHA Management Information System; and support data quality assessments. 3) HIV Care and Treatment Policy Guidance and Program Support (15%): Provide policy guidance on HIV care and treatment; support the review of clinical guidelines; develop tools for service delivery improvement; and advise on treatment monitoring. 4) Operational Research and Epidemiological Analysis (15%): Support operational research design and implementation; mentor staff in epidemiological methods; and facilitate the integration of findings into policy processes. 5) Supportive Supervision and Data Quality (15%): Provide technical leadership in supportive supervision; develop data validation tools; analyze supervision findings; and build district-level capacity for data interpretation.
Required Qualifications: Candidates must possess a Master’s degree or higher in Public Health, Epidemiology, Biostatistics, or a related field. They should have a minimum of 8–10 years of experience in HIV strategic information, clinical policy, and epidemiology. Proven expertise in data analytics, program evaluation, and guideline development is essential. Candidates should also have strong knowledge of HIV care and treatment protocols, ART optimization, and WHO standards.
