Job Overview: The Procurement Assistant position at UN Women in Haiti is designed to support procurement services within the Business Unit, ensuring high-quality and accurate work. The role involves collaborating closely with Operations, Programme, and Project teams to facilitate effective procurement processes. The Procurement Assistant will implement sustainable procurement strategies, ensuring compliance with UN Women’s rules and regulations. This position requires a client-centric approach, focusing on quality and measurable outcomes, and is integral to the organization’s mission of promoting gender equality and women's empowerment. The Procurement Assistant will also engage in cross-unit collaboration to adapt to changing business needs and maximize synergies across various initiatives.
Duties and Responsibilities:
Implement sustainable procurement strategies and policies that align with fairness, integrity, and transparency to achieve best value for money. Ensure compliance with UN Women’s procurement rules and regulations, and develop internal Standard Operating Procedures (SOPs) in consultation with management.
Organize procurement processes for the Haiti Country Office, providing guidance on procurement plans and reviewing requests for office and project supplies. Prepare and manage procurement procedures, including RFQs, ITBs, and RFPs, ensuring compliance with UN Women’s standards.
Ensure effective provision of technical procurement and travel support within the corporate ERP system, reviewing vendor information and procurement contracts, and managing Purchase Orders (POs).
Facilitate knowledge building and sharing by developing training materials and organizing training sessions for staff on procurement processes.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Completion of secondary education is required. A first-level university degree in Business Administration, Public Administration, Finance, Economics, or a related field is preferred but not mandatory. Procurement Certification from an internationally recognized provider, such as CIPS (level 2), is considered an asset. Candidates should possess a strong understanding of procurement processes and administrative rules, as well as proficiency in using spreadsheets and database packages.
Educational Background: Candidates must have completed secondary education, with a preference for those holding a first-level university degree in relevant fields such as Business Administration, Public Administration, Finance, or Economics. While a degree is not mandatory, it is advantageous for applicants. Additionally, procurement certification from recognized institutions is a plus.
Experience: A minimum of 6 years of relevant progressive experience in procurement is required for candidates with a high school diploma, while those with a bachelor’s degree should have at least 4 years of experience. Experience in using office software packages, handling web-based management systems, and familiarity with modern ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English and French is required for this position. Knowledge of another UN official working language, such as Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's application.
