Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Assistant position is crucial for supporting the International Organization for Migration's (IOM) operations in Papua New Guinea. This role involves working under the direct supervision of the Chief of Mission (COM) and the technical supervision of the Office of Staff Security (OSS). The primary responsibility of the Field Security Assistant is to ensure the safety and security of IOM personnel and operations in the country. This includes maintaining effective relationships with local security authorities, collecting and disseminating security information, and assisting in the development and implementation of security plans tailored to the IOM Country Office. The Field Security Assistant will also play a key role in training staff on security protocols and ensuring compliance with safety measures, thereby contributing to the overall effectiveness of IOM's mission in the region.

Duties and Responsibilities:
The Field Security Assistant will be responsible for a variety of duties, including but not limited to:
  • Maintaining effective working relationships with the United Nations Department of Safety and Security (UNDSS), host government agencies, and local authorities to gather up-to-date security information.
  • Assisting the Chief of Mission in collecting, updating, and communicating information regarding the security situation in Papua New Guinea.
  • Supporting the development and implementation of IOM-specific security plans, including contingency and emergency response plans, and providing inputs into the Business Continuity Plan (BCP).
  • Ensuring compliance with safety and security protocols among staff, including mandatory security training and obtaining necessary security clearances.
  • Conducting security surveys of IOM offices in Papua New Guinea.
  • Managing the Country Office Warden system, maintaining updated staff lists, and ensuring the operability of communication systems.
  • Reporting security incidents affecting IOM personnel and operations, including preparing security reports.
  • Organizing and conducting training courses on security awareness and providing orientation to new IOM personnel.
  • Maintaining an orderly filing system for confidential security documents and correspondence. 1
  • Performing other duties as assigned by the Chief of Mission.

Required Qualifications:
Candidates must possess a university degree in Security, Social Sciences, International Studies, Communications, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, candidates with a completed High School degree from an accredited institution and five years of relevant professional experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database. Relevant professional experience in the humanitarian, public, private, or corporate sector is highly desirable, as is experience in providing security coordination and administrative support for an international organization. Familiarity with radio communications and successful completion of the UNDSS Field Security Associate (FSA) course are also desirable qualifications.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Security, Social Sciences, International Studies, or Communications from an accredited academic institution. Candidates with a completed High School degree from an accredited institution may also qualify if they have sufficient relevant professional experience. It is important that the educational qualifications are from institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.

Experience:
The position requires candidates to have relevant professional experience in the humanitarian, public, private, or corporate sectors. Specifically, candidates should have experience in providing security coordination and administrative support for an international organization. Experience in the use of radio communications is also desirable. Candidates who have successfully completed the UNDSS Field Security Associate (FSA) course will have an advantage in the selection process, as this demonstrates a commitment to understanding security protocols and practices in international contexts.

Languages:
Fluency in English and Tok Pisin is mandatory for this position. IOM's official languages include English, French, and Spanish, but proficiency in English and Tok Pisin will be specifically evaluated during the selection process, which may include written and/or oral assessments. Candidates who possess additional language skills may have an advantage, particularly if those languages are relevant to the operational context of IOM in Papua New Guinea.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Papua New Guinea will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and compliance with any necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
