Job Overview: The Papua New Guinea Project Director will lead the implementation of the Strengthening Infectious Disease Detection (STRIDES) Activity, which aims to enhance global health priorities in Papua New Guinea. This role involves strengthening laboratory and surveillance systems to effectively respond to emerging infectious diseases and public health threats. The Project Director will be responsible for managing all aspects of the Activity, including personnel, budget, and technical operations. They will serve as the primary liaison with local government and global health security" style="border-bottom: 1px dotted #007bff !important;">security partners, ensuring that the Activity meets its objectives and adheres to compliance standards. The Project Director will also oversee the development and implementation of annual work plans, monitoring and evaluation activities, and financial reporting, ensuring that all deliverables are met on time and to a high standard.
Duties and Responsibilities: The duties and responsibilities of the Papua New Guinea Project Director include planning, directing, and coordinating the implementation of the STRIDES Activity to achieve its goals within set timeframes and budgets. They will establish work plans and standard operating procedures (SOPs), manage technical and operational staff, and create a safe and equitable work environment. The Project Director will maintain relationships with national and local government counterparts and multisectoral partners, serve as the primary point of contact for in-country partners, and lead the in-country team in collaboration with global leadership. They will ensure timely delivery of high-quality reports and provide guidance and training to staff, supporting their professional development and performance management.
Required Qualifications: Candidates must possess comprehensive knowledge of project management theories, concepts, and practices, with a strong preference for familiarity with international Global Health Security frameworks. Excellent project management skills are essential, including the ability to develop annual work plans and oversee monitoring and evaluation plans. Strong communication skills are required, along with the ability to influence and negotiate effectively with various stakeholders. Leadership experience in managing staff within a matrixed organization is preferred, as is experience working in an international non-governmental organization (INGO). Candidates should demonstrate strong critical thinking and problem-solving abilities.
Educational Background: A Bachelor’s degree or its international equivalent in public health or a related health field is required. A Master’s degree or its international equivalent is preferred. Additionally, project management certification is highly desirable.
Experience: Typically, candidates should have at least 10 years of relevant experience in project management, including a minimum of 5 years in a managerial role. Proficiency with Department of State or other USG donor regulations is necessary, along with demonstrated experience in managing human or animal health projects related to infectious diseases. Experience in Global Health Security projects or activities is preferred, as is experience working across multiple sectors (One Health). Candidates should also have a track record of developing and mentoring staff and managing complex, multidisciplinary projects.
Languages: Proficiency in English is required, and fluency in Tok Pisin is also necessary for this position. Additional language skills may be beneficial but are not mandatory.
