Job Overview:
The Laboratory Officer position is part of the Strengthening Infectious Disease Detection Systems (STRIDES) activity in Papua New Guinea (PNG). This role is crucial for providing technical support related to laboratory work, ensuring that the STRIDES project meets its technical requirements and objectives. The officer will be responsible for the final authorization and approval of technical proposals and project designs, which will be guided by the technical leadership's direction. Additionally, the officer will assist in drafting technical portions of proposals and project designs, providing higher-level administrative support for core project operations, and ensuring that laboratory services are delivered effectively under supervision. The role also involves assisting with project implementation and providing technical training as required under the STRIDES workplan in PNG.

Duties and Responsibilities:
The Laboratory Officer will have a wide range of responsibilities including: providing technical support in the development and dissemination of laboratory-related tools and materials; working closely with both STRIDES PNG and STRIDES US teams to ensure adherence to standard operating procedures; assisting in the development of materials, publications, and presentations; conducting literature searches on evolving issues in the technical area; monitoring and maintaining protocols, instruments, data sets, manuals, training materials, and reports; responding to requests from internal and external staff; developing technical briefs and reports; assisting in the implementation of technical/research studies; conducting analyses of STRIDES implementation to identify areas for improvement; delivering presentations at professional meetings; ensuring compliance with organizational strategy; tracking project indicators; and preparing reports for stakeholders. The officer will also support financial and technical tracking, coordinate with suppliers for procurements, and assist with compiling data for client reports.

Required Qualifications:
Candidates must possess moderate knowledge of concepts, practices, and procedures related to laboratory work and research studies. They should have experience in developing scopes of work and deliverables for partners and consultants. Proficiency in database management software and online search tools is required, along with sensitivity to cultural diversity and an understanding of political and ethical issues in the assigned areas. Strong communication skills, both written and verbal, are essential, as is the ability to articulate ideas clearly and positively. Candidates should also demonstrate excellent organizational and analytical skills, proficiency in Microsoft Office Suite, and the ability to analyze data and prepare reports effectively.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field is required for this position.

Experience:
Typically, candidates should have at least 4 years of relevant experience in managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private company is preferred, as it provides valuable context and understanding of the operational environment.

Languages:
Fluency in English is mandatory, as the officer must be able to read, write, and speak the language proficiently. Additionally, fluency in Tok Pisin is required, which is essential for effective communication within the local context.

Additional Notes:
This position does not have supervisory responsibilities but may provide guidance to lower-level staff. The officer will typically report to an Associate Director or Director. The role is based in a typical office environment, with the expectation of spending long hours at a computer and performing repetitive tasks. The position may require travel of 10% to 25%.
