Job Overview: The Surveillance & Epidemiology Officer will play a crucial role in the STRengthening Infectious disease Detection Systems (STRIDES) activity in Papua New Guinea (PNG). This position involves providing technical support on surveillance and epidemiology-related work, ensuring that the technical requirements of the STRIDES project are met. The officer will assist in implementing and monitoring strategic initiatives and activities outlined in the STRIDES PNG workplan. Responsibilities include authorizing and approving technical proposals, drafting project designs, and providing administrative support for core project operations. The officer will also be involved in project implementation and technical training as required under the STRIDES workplan, making this role vital for the success of public health initiatives in the region.
Duties and Responsibilities: The officer will be responsible for a variety of tasks including providing technical support in developing and disseminating tools, materials, and reports related to surveillance and epidemiology. They will work closely with both STRIDES PNG and STRIDES US teams to ensure adherence to standard operating procedures. The officer will assist in material development, publications, and presentations, conduct literature searches, and maintain protocols and data sets. They will also respond to inquiries from internal and external staff, develop technical briefs and reports, and assist in implementing technical studies. Monitoring project implementation against surveillance indicators and conducting analyses to identify areas for improvement will also be key responsibilities. The officer will track project indicators, produce reports, and ensure that project implementation aligns with organizational strategy and technical soundness.
Required Qualifications: Candidates must possess moderate knowledge of concepts, practices, and procedures relevant to surveillance and epidemiology. They should have experience in developing scopes of work and deliverables for partners and consultants. Proficiency in database management software and online search tools is required, along with sensitivity to cultural diversity and an understanding of political and ethical issues in the assigned areas. Strong communication skills, both verbal and written, are essential, as is the ability to read, write, and speak fluent English. Tok Pisin fluency is also required, along with excellent organizational and analytical skills, proficiency in Microsoft Office Suite, and the ability to analyze data and prepare reports.
Educational Background: A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of public health initiatives and the technical aspects of surveillance and epidemiology.
Experience: Typically, candidates should have at least 4+ years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private company is preferred. This experience will ensure that the officer is well-equipped to handle the responsibilities of the role and contribute effectively to the STRIDES project.
Languages: Fluency in English is mandatory, as the officer will need to communicate effectively with various stakeholders. Additionally, fluency in Tok Pisin is required to engage with local communities and stakeholders effectively. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes: This position may require travel of approximately 10% to 25%. The role does not involve supervisory responsibilities but may provide guidance to lower-level staff. The work environment is typical of an office setting, with the expectation of spending long hours on a computer and performing repetitive tasks.
