Job Overview: The Finance Associate plays a crucial role in the financial management of the Country Office (CO) by executing a wide range of financial services and administrative processes. This position is responsible for ensuring the timely, efficient, and transparent use of financial resources in accordance with UN Women’s financial rules, regulations, policies, and procedures. The Finance Associate will work closely with the Operations Team and collaborate with the Operations and Program teams at UN Women PNGCO, ROAP, and HQ to address complex finance-related issues and ensure the delivery of services. The role requires a client-oriented approach and the ability to adapt financial strategies and processes to meet the needs of the organization while maintaining compliance with international standards.
Duties and Responsibilities:
Implement financial strategies and adapt processes in compliance with UN Women rules and regulations, including reviewing and verifying financial transactions, monitoring financial exceptions, and providing advice on financial issues.
Prepare and administer CO budgets, ensuring compliance with UN Women policies, tracking expenditures, and preparing cost recovery documents.
Provide finance support to Programme and Operations teams, including reviewing accounts receivables, preparing vouchers, and monitoring budget setups.
Compile and process information for resource mobilization efforts, preparing drafts for cost-sharing agreements.
Facilitate knowledge building and sharing by conducting training and disseminating best practices in financial management.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a strong understanding of financial rules and regulations, accounting principles, and IT tools. They should have excellent skills in spreadsheet and database management, as well as the ability to administer financial processes effectively. A client-oriented approach and the ability to engage stakeholders are essential. Candidates should also demonstrate integrity, professionalism, and respect for diversity in their work.
Educational Background: Completion of secondary education is required, with specialized national or international certification in accounting and finance considered an asset. A Bachelor's degree in Finance or Accounting is also an asset. Successful completion of the UN Women Accounting and Finance Test is required as part of the selection process.
Experience: Candidates should have at least 7 years of progressively responsible experience in finance, including experience with computers and office software packages such as MS Word and Excel. Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English and Tokpisin (the PNG language) is required. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
