Job Overview: The position of International Consultant for HIV Prevention is critical in addressing the public healthemergency in Papua New Guinea, particularly concerning the rising rates of HIV infections among women and children. The consultant will provide technical assistance to the National Department of Health (NDOH) and UNICEF in designing, implementing, and monitoring high-impact interventions aimed at reducing vertical transmission of HIV, Syphilis, and Hepatitis B. The role emphasizes improving antenatal HIV testing and integrating HIV/AIDS interventions into maternal, newborn, and child health (MNCH) services. The consultant will work closely with health care workers and community health assistants to enhance the quality and uptake of HIV services, ensuring alignment with national strategies and responding effectively to the declared HIV National Emergency.
Duties and Responsibilities: The consultant will be responsible for facilitating training and mentoring for health workers and Village Health Workers on PMTCT protocols, HIV testing, and mSupply. They will support the NDOH in reviewing and finalizing the PPTCTC training curriculum and manual, forecasting and quantifying HIV commodities for the years 2026-2030, and integrating PMTCT interventions into MNCH platforms. The consultant will also work with NDOH and partners to strengthen the functionality and coordination of the PPTCT Technical Working Group (TWG) and participate actively in relevant meetings at both national and subnational levels. Deliverables include a strengthened policy environment for PPTCT services, expanded capacity for antenatal testing, and the development of a communication strategy for HIV/AIDS control.
Required Qualifications: Candidates must possess an advanced higher degree (Master’s or equivalent) in a relevant area such as Public Health, Medical Degree, MNCH, or a related field. A first-level university degree or equivalent, combined with relevant training and/or professional experience, may be accepted in lieu of an advanced degree. Additionally, candidates should have at least 8 years of professional work experience at the national and/or international level in public health, HIV/AIDS, MNCH, or health program management. Experience with health systems strengthening and working in the UN or other international development organizations is highly desirable.
