Job Overview: The RHCS Analyst position is crucial for supporting the operational and analytical aspects of the Sexual and Reproductive Health (SRH) system in Papua New Guinea. Reporting directly to the Deputy Representative of UNFPA PNG, the analyst will engage with various stakeholders, including government counterparts and implementing partners, to ensure effective management of reproductive health commodities. The role involves contributing to the management of RHCS programs, overseeing the supply chain from planning to delivery, and ensuring that RH commodities are available and properly tracked. The analyst will also play a significant role in building national capacity and advancing Reproductive Health Commodity security" style="border-bottom: 1px dotted #007bff !important;">Security (RHCS) in the country, aligning with donor and stakeholder requirements.
Duties and Responsibilities:
Assist in Supply Planning, Forecasting, and Stock Monitoring: Support the Ministry of Health (MOH) and partners in enhancing national capacity for RH commodity quantification, develop guidelines, conduct forecasting exercises, monitor stock levels, and track commodity flows.
Inventory Management and Warehousing Oversight: Support good inventory practices, conduct physical stock counts, monitor shelf life and storage conditions, and assess storage facilities.
Distribution, Supervision, and Last-Mile Support: Develop distribution plans, conduct supervision visits, provide technical support to partners, and identify operational challenges.
Implementing Partner Support and Last Mile Assurance (LMA): Provide technical support to partners, assist in LMA processes, review inventory reports, and identify risks in supply management.
Data Management, LMIS, and Supply Chain Analytics: Advocate for eLMIS, support data collection and analysis, prepare operational reports, and ensure timely submission of supply chain data.
Capacity Development and Systems Strengthening: Implement training activities, provide coaching, identify operational gaps, and facilitate knowledge sharing.
Other Duties: Perform additional tasks as required by the SCM Specialist or UNFPA management.
Required Qualifications: Candidates must possess a Master’s degree in supply chain management, logistics, pharmacy, public health, business administration, or a related field. Relevant professional certification in logistics or supply chain management is an asset. Candidates should have a minimum of 2 years of relevant professional experience in health supply chain management, logistics, or data analysis, preferably within government systems, UN agencies, or NGOs. Strong technical skills in forecasting, inventory management, and data analysis are essential, along with good communication skills in English and proficiency in Microsoft Office and Google Workplace tools.
Educational Background: A Master’s degree in a relevant field such as supply chain management, logistics, pharmacy, public health, or business administration is required. Additional certifications in logistics or supply chain management are advantageous and can enhance a candidate's profile.
Experience: The position requires a minimum of 2 years of relevant professional experience in health supply chain management, logistics, or supply chain data analysis. Experience working with ministries of health, Central Medical Stores, donor organizations, and implementing partners is highly valued. Candidates should demonstrate hands-on experience in forecasting, inventory management, and the use of LMIS/eLMIS systems.
Languages: Fluency in English is mandatory for this position. Knowledge of the local language would be considered an asset, enhancing communication with local stakeholders and partners.
