Job Overview:
The position of National Professional Officer (Health Systems) within the WHO Country Office in Papua New Guinea is pivotal in supporting the Member State to achieve universal health coverage and improve health outcomes. The role involves working closely with national stakeholders to strengthen health systems, particularly focusing on primary health care. The incumbent will coordinate efforts to enhance national health information systems, promote the use of digital health technologies, and facilitate the development of integrated health strategies. This position requires a proactive approach to community engagement and the ability to adapt evidence-based practices to local contexts. The officer will also be responsible for monitoring health indicators and ensuring that health interventions are effectively implemented and evaluated, thereby contributing to the overall goal of building resilient health systems.

Duties and Responsibilities:
The National Professional Officer will perform a variety of duties, including but not limited to: coordinating the strengthening of national health information systems and health research; providing technical and managerial advice to government and stakeholders; developing and monitoring work plans and budgets; facilitating the adaptation of evidence-based norms and guidelines; guiding the collection and analysis of best practices; serving as a national resource for multi-sectoral integration of health programs; developing strategic partnerships and mobilizing resources; coordinating the creation of information and communication materials; and performing other related responsibilities as assigned by the Team Lead or Head of the WHO Country Office.

Required Qualifications:
Candidates must possess a university degree (bachelor’s) in public health, health sciences, pharmacy, microbiology, epidemiology, or related disciplines from a recognized institution. Postgraduate training in public health or related fields is desirable. Candidates should have a minimum of five years of relevant work experience in public health policy development, capacity-building strategies, and program implementation, particularly in resource-limited settings. Experience with digital health platforms and intergovernmental agencies is also desirable.

Educational Background:
The educational background required for this position includes a bachelor’s degree in a relevant field such as public health or health sciences. Candidates with postgraduate qualifications in public health, microbiology, or health systems research will be given preference. WHO only considers degrees from institutions accredited by the World Higher Education Database (WHED).

Experience:
The position requires at least five years of professional experience in public health, specifically in developing and implementing health policies and programs. Experience in managing health systems strengthening initiatives and working in resource-limited settings is essential. Familiarity with digital health technologies and data analysis tools is an added advantage, as is experience working with international organizations such as WHO.

Languages:
Expert knowledge of English is essential, along with proficiency in the local language. This bilingual capability is crucial for effective communication with local stakeholders and communities.

This is a National Professional Officer position, and only applications from nationals of Papua New Guinea will be accepted. The role offers a competitive remuneration package starting at Kina 141,366, with mandatory deductions for pension contributions and health insurance. The position includes 30 days of annual leave.
