Job Overview: The Emergency Management and Peacebuilding Coordinator will be responsible for leading the Emergency and Disaster Management and Peacebuilding Unit within IOM Papua New Guinea (PNG). This role involves overseeing the development, coordination, and implementation of IOM’s programs and operations related to emergencies, peace, and development. The Coordinator will work closely with the Chief of Mission and Regional Thematic Specialists to ensure that all disaster risk management and peacebuilding projects are managed coherently and in alignment with IOM’s operational policies. The position requires proactive management of IOM’s Disaster Risk Reduction and Management portfolio, including various ongoing projects such as Water, Sanitation and Hygiene (WASH), Protection, Health, and Camp Management. The Coordinator will also engage with governmental authorities, UN agencies, NGOs, and other stakeholders to promote new activities and ensure the successful implementation of ongoing projects. Additionally, the role includes financial oversight, strategic planning, and representation of IOM in relevant forums, ensuring that the organization’s mandate and strategies are effectively communicated and implemented in PNG.
Duties and Responsibilities: The duties and responsibilities of the Emergency Management and Peacebuilding Coordinator include:
Providing overall leadership of the Emergency and Disaster Management and Peacebuilding Unit in PNG.
Developing training programs on disaster risk reduction and management. 1
Supervising project staff and ensuring effective coordination with other units and partners. 1
Participating in interagency discussions and representing IOM in relevant forums. 1
Developing communication materials to promote IOM’s image and programs. 1
Conducting field missions to oversee project operations and ensure alignment with IOM’s objectives.
Required Qualifications: Candidates must possess a Master’s degree in international relations, social sciences, disaster management, conflict management, human rights/law, information management, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a university degree in the aforementioned fields with nine years of relevant experience is acceptable. Candidates should have professional experience in emergency and humanitarian affairs, knowledge of global policies related to humanitarian responses, and experience in project implementation and management. Demonstrated experience in policy and strategy development, as well as experience working in complex settings, is essential. Previous work experience in the Pacific region, particularly in Papua New Guinea, is advantageous.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as international relations, social sciences, disaster management, conflict management, human rights/law, or information management. A university degree in these fields is also acceptable if accompanied by additional years of relevant professional experience. The educational qualifications should be from an accredited academic institution, ensuring that candidates have a solid theoretical foundation to support their practical experience in the field.
Experience: The position requires candidates to have a significant level of experience, specifically in emergency and humanitarian affairs. Candidates should have a proven track record of implementing and delivering humanitarian and emergency projects at the field level. Experience in project monitoring and reporting is advantageous, as is demonstrated experience in policy and strategy development. Candidates should also have experience working in complex settings that require sound judgment and operational flexibility, particularly in the context of humanitarian agencies and the UN. Previous experience managing multicultural teams to achieve programming goals is also essential.
Languages: Fluency in English, both oral and written, is mandatory for this position. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) and/or Tok Pisin is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.
Additional Notes: The position is internationally recruited, and candidates are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates who are nationals of the duty station’s country are not eligible for this position.
