Job Overview:
The National Professional Officer position is designed to ensure effective WHO country presence and implement WHO country cooperation strategies that align with the health and development agendas of Member States. The incumbent will be responsible for developing and maintaining productive working relationships with national and state authorities, as well as other stakeholders, to enhance health promotion through various policies and strategies. This role involves undertaking research and supporting national officials in the development and implementation of multisectoral plans aimed at preventing and controlling noncommunicable diseases (NCDs). The officer will provide technical advice on national policies and programs related to health promotion, including the development of healthy cities and promoting healthy lifestyles. Additionally, the officer will coordinate with partners to strengthen the implementation of surveillance and monitoring components of the National Multisectoral Action Plan on NCDs, ensuring community engagement and addressing health inequities through empowerment and participation.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: developing and maintaining partnerships with relevant authorities and stakeholders; conducting research and supporting the development of national plans for NCD prevention and control; providing technical advice on health promotion policies and programs; coordinating priority health programs to enhance community engagement and social mobilization; utilizing cultural norms to recommend community outreach activities; and ensuring effective implementation of strategies for supportive health environments. The officer will also be responsible for monitoring and evaluating public health programs, engaging in policy dialogue, and advocating for health promotion initiatives.

Required Qualifications:
Candidates must possess a university degree (bachelor’s or higher) in medicine, public health, social sciences, or related fields. Desirable qualifications include training in epidemiology or social epidemiology, as well as a strong understanding of health promotion theory and practice. A master's degree in public health or health management, along with postgraduate qualifications in areas such as NCD prevention, mental health, and nutrition, is highly desirable. WHO only considers higher educational qualifications from institutions recognized in the World Higher Education Database (WHED).

Educational Background:
The essential educational requirement for this position is a university degree in relevant fields such as medicine, public health, or social sciences. Candidates with a master's degree in public health or health management, along with additional postgraduate qualifications in related areas, will be preferred. It is crucial that all educational qualifications are obtained from accredited institutions recognized by the WHED.

Experience:
Candidates must have a minimum of five years of relevant work experience in public health and disease control programs, with a focus on health promotion and determinants of health. Desirable experience includes involvement in public health programs related to oral health, rehabilitation, and eye health, as well as experience in planning, implementation, and evaluation of such programs. Relevant experience working with WHO, other UN agencies, or international organizations is also advantageous.

Languages:
Expert knowledge of English is essential for this position. Knowledge of Tok Pisin or other local languages is considered desirable, as it may enhance communication and engagement with local communities.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Papua New Guinea will be accepted. The remuneration package includes an annual base salary starting at Kina 141,366, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The vacancy notice may also be used to fill other similar positions at the same grade level.
