Job Overview:
The Finance Officer position is a critical role within the IOM, responsible for managing financial resources and providing specialized advice on financial and administrative matters. The successful candidate will work under the supervision of the Chief of Mission and the Head of Resources Management, collaborating with various units at Headquarters and Administrative Centres. The role involves overseeing financial operations, ensuring compliance with IOM policies, and providing guidance to project managers and staff. The Finance Officer will also be responsible for preparing budgets, monitoring expenditures, and ensuring that financial transactions are properly authorized and documented. This position requires a detail-oriented individual who can manage multiple tasks and provide accurate financial information to support decision-making processes.

Duties and Responsibilities:
The Finance Officer will be tasked with a variety of responsibilities, including but not limited to: providing procedural guidance to managers and staff; supervising and training finance support staff; managing financial resources by monitoring and controlling assets, reserves, and funds; offering specialized advice to project managers and heads of offices on financial matters; preparing annual budget submissions and revisions; ensuring compliance with financial policies and procedures; consolidating data into financial statements; monitoring expenditures; managing payroll and ensuring proper documentation for disbursements; responding to audit queries; reviewing vendor accounts; verifying vendor claims; and assisting in the preparation of various financial reports. The Finance Officer will also perform other related duties as required, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Candidates must possess a high school diploma with six years of relevant experience, or a bachelor's degree in Business Administration, Accounting, Finance, or a related field with four years of relevant professional experience. Certification such as CPA, CMA, or other relevant certifications is considered an advantage. Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint, is essential, and experience with SAP or Oracle is a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is also advantageous.

Educational Background:
The educational requirements for this position include a high school diploma combined with six years of relevant experience, or a bachelor's degree in a related field such as Business Administration, Accounting, or Finance, along with four years of relevant professional experience. Additional certifications such as CPA or CMA are beneficial and may enhance a candidate's application.

Experience:
The ideal candidate should have a minimum of four years of relevant professional experience if holding a bachelor's degree, or six years if holding only a high school diploma. Experience in financial management, particularly within international humanitarian organizations or government institutions, is highly desirable. Familiarity with financial software such as SAP or Oracle is a distinct advantage, and candidates should demonstrate a strong ability to manage financial resources effectively and efficiently.

Languages:
Fluency in English and Tok Pisin is required for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process. Candidates should be prepared for assessments that may include written and/or oral evaluations of their language skills.
