Job Overview: The Disability Data Mapping Consultant will play a vital role in addressing the significant gap in disaggregated data concerning persons with disabilities in Papua New Guinea. This position is crucial for shaping effective policies that protect the rights of these individuals. The consultant will conduct a comprehensive mapping exercise to identify existing datasets related to disability, assess their quality, and develop recommendations for improving data collection and management. The consultant will work closely with various stakeholders, including government agencies and civil society organizations, to ensure that the data collected is relevant, accessible, and comprehensive. This role requires strong organizational and analytical skills, as well as the ability to synthesize information and present findings in a clear and actionable manner. The consultant will also assist in the development of a data inventory and contribute to the overall project implementation, ensuring that the needs of persons with disabilities are adequately addressed in national policies and programs.
Duties and Responsibilities: The Disability Data Mapping Consultant will be responsible for the following duties:
Develop a detailed workplan outlining the activities to be undertaken, including timelines and expected outputs.
Create a data mapping framework and methodology in collaboration with key stakeholders such as the National Statistical Office and other relevant organizations.
Identify and catalogue existing data sources from various sectors, including government, civil society, and private entities.
Assess the quality, disaggregation, relevance, and accessibility of available data, including metadata and frequency of collection.
Identify data gaps and overlaps, and explore potential linkages between datasets.
Conduct key informant interviews and stakeholder consultations to validate findings and gather additional insights.
Develop a comprehensive data inventory or matrix summarizing all identified data sources.
Provide actionable recommendations for improving data coordination, sharing, management, and reporting.
Collaborate with the Website Developer to create a platform for sharing Disability Data and related information. 1
Prepare and present a final report detailing methodology, findings, and recommendations. 1
Perform other job-related duties as assigned by UNFPA leadership to ensure the success of the project.
Required Qualifications: Candidates must possess a Master’s degree in Population Studies, Demography, Statistics, Data Science, Information Management, Economics, or a related field, along with at least two years of professional experience in data collection, mapping, governance, management, statistical analysis, information systems, or database development. Alternatively, a Bachelor’s degree in the same fields with a minimum of five years of relevant experience is acceptable. Candidates should demonstrate familiarity with national statistical systems and institutional data structures, as well as strong analytical, communication, and report-writing skills. Experience working with government institutions, UN agencies, or other development partners is considered an advantage. Proficiency in Microsoft Office applications is required, and candidates must exhibit a strong attention to detail and the ability to work under pressure.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Population Studies, Demography, Statistics, Data Science, Information Management, or Economics. Candidates with a Bachelor’s degree in these areas may also be considered if they have substantial professional experience in related fields. The educational qualifications should reflect a strong foundation in data analysis and management, as well as an understanding of the social issues related to disability.
Experience: The position requires at least two years of professional experience in data collection, mapping, governance, management, statistical analysis, information systems, or database development for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of five years of relevant experience is necessary. Candidates should have a proven track record of working with data and should be familiar with the challenges and nuances of collecting and analyzing data related to vulnerable populations, particularly persons with disabilities.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, knowledge of Tok Pisin or Motu is required, as these languages are relevant to the local context in Papua New Guinea. Proficiency in these languages will facilitate effective communication with stakeholders and enhance the consultant's ability to gather and analyze data.
Additional Notes: This consultancy position offers an attractive remuneration package in accordance with UNFPA's IC Policy. Any official mission travel will be organized by the office, covering daily subsistence allowance (DSA) and tickets as per applicable travel policies.
