Job Overview: The Associate Director of Operations plays a crucial role within the FHI 360 PNG Country Office, serving as a key member of the Senior Management Team. This position is responsible for overseeing the operational aspects of the office, including grants, contracts, procurement, and compliance with donor regulations. The Associate Director will ensure that all operational control and performance objectives are met in alignment with FHI 360's standards and the requirements of its funding agencies. This role requires close collaboration with the Country Representative, Chiefs of Party, and Project Directors to effectively manage the country’s portfolio of programs, contributing to strategic planning, operational planning, and budget management. The Associate Director will also represent FHI 360 at various external functions and contribute to the overall mission of the organization in Papua New Guinea.
Duties and Responsibilities: The Associate Director of Operations will have a wide range of responsibilities, including but not limited to: serving as a member of the Country Office Core Management Team, providing input on strategy and operational plans, managing the preparation and reporting of project budgets, overseeing compliance with donor and local regulations, and ensuring the timely completion of operational reports. The role also involves reviewing and designing operational workflow systems, maintaining operational resources, and coordinating with the Asia Pacific Hub Office and headquarters to implement fiscal control procedures. Additionally, the Associate Director will oversee contract and grants management, ensuring compliance with FHI 360 policies, and provide technical assistance to implementing partners. The position requires managing procurement processes, supervising staff, and maintaining an up-to-date security" style="border-bottom: 1px dotted #007bff !important;">security-plan" style="border-bottom: 1px dotted #007bff !important;">security plan for the country office.
Required Qualifications: Candidates for the Associate Director of Operations position must possess a Bachelor's Degree or its international equivalent. They should have a minimum of 8 years of operations management experience within a non-governmental organization, with a proven track record of managing and leading operations and administration departments. Experience in supervising and mentoring staff, particularly in operations and administration processes, is essential. Familiarity with USG regulations and experience in developing country office operations manuals are also required. The candidate must demonstrate strong communication skills, be articulate and professional, and possess advanced proficiency in Microsoft Office, particularly Excel.
Educational Background: A Bachelor's Degree or its international equivalent is required for this position. Candidates with advanced degrees in relevant fields may be preferred, as they can bring additional expertise and knowledge to the role.
Experience: The ideal candidate should have at least 8 years of relevant experience in operations management, particularly within the context of non-governmental organizations. This includes experience managing operations for USG projects and other international donors, as well as a demonstrated ability to establish systems that ensure compliance with regulations and cost principles. Experience in developing and delivering staff training programs is also highly valued.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak clearly and professionally. Additional language skills may be considered an asset, particularly if they are relevant to the local context or the organization's operational areas.
Additional Notes: This position is based in Port Moresby, Papua New Guinea, and may require occasional travel domestically and internationally (10-25%). The role may also involve working outside regular office hours for urgent project needs.
