Job Overview:
The Administrative and Logistical Support Officer will play a crucial role in providing quality administrative and logistical support services to the Country Office staff. This position requires mastery of relevant administrative rules, guidelines, and processes, along with the application of established systems and procedures. The officer will be expected to demonstrate strong client and result orientation in service of the country programme. Reporting directly to the International Operations Manager, the officer will be responsible for ensuring compliance with HR strategies and policies, effective implementation of internal control frameworks, and providing advice on corporate strategies and personnel rules. The role also involves organizing recruitment processes, maintaining personnel records, and facilitating knowledge sharing within the office.

Duties and Responsibilities:
  • Human Resource Management: Ensure administration and implementation of HR strategies and policies, adapting processes and procedures as necessary. Ensure compliance of HR recording and reporting systems with UN rules and regulations, and provide advice on corporate strategies and personnel rules.
  • Recruitment Processes: Organize recruitment processes including drafting job descriptions, screening candidates, and participating in interview panels. Monitor and track all service contracts and individual consultant transactions.
  • Knowledge Building: Organize training for staff on HR issues and maintain a database of certificates. Participate in the preparation of the office learning plan.
  • Communication: Maintain accurate personnel status files and implement tools for monitoring personnel activities. Prepare personnel-related reports and conduct reference checks.
  • Other Responsibilities: Perform any other relevant activities as assigned by the Supervisor and Senior Management.

Required Qualifications:
  • Education: Minimum High School Education; a Diploma or Bachelor’s Degree in Business Administration or related field is an asset.
  • Knowledge and Experience: At least 6 years of relevant experience in administration, with thorough knowledge of modern office procedures or general office management. Experience with UN Agencies is an asset.
  • Skills: Excellent minute-taking and writing skills, proficiency in current office software applications, and strong organizational skills.

Educational Background:
Candidates must possess at least a High School diploma, with a preference for those holding a Diploma or Bachelor’s Degree in Business Administration or a related field. This educational background is essential for understanding the administrative and logistical functions required in this role.

Experience:
The position requires a minimum of 6 years of relevant experience in administration, with a strong understanding of modern office procedures and general office management. Experience working with UN agencies is considered an asset, as it provides familiarity with the specific administrative and operational frameworks of international organizations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Tok Pisin is desirable, as it may facilitate better communication within the local context and with local stakeholders.
