Job Overview: The Programme Officer (Protection (PXD) and Immigration and Border Governance (IBG)) will play a crucial role in managing, coordinating, and overseeing the activities of the PXD/IBG Programme of IOM Malaysia. This position requires a comprehensive understanding of migration issues, particularly in the context of Malaysia, which has a significant number of documented and undocumented migrants. The officer will coordinate the implementation of the PXD/IBG portfolio, ensuring its impact, effectiveness, coherence, and integrity. The role involves serving as a technical resource for the mission, reviewing national frameworks related to counter human trafficking and migrant smuggling, and providing recommendations for alignment with international standards. The officer will also develop immigration facilitation policies, support capacity-building initiatives, and maintain effective relationships with government counterparts and other stakeholders to guide project implementation.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer include managing the overall implementation of the PXD/IBG portfolio, providing technical inputs for the development of immigration policies, coordinating capacity-development activities, establishing partnerships with various stakeholders, and contributing to the advancement of PXD/IBG thematic areas within the UN Network on Migration. The officer will also oversee the elaboration of public information and training materials, conduct workshops, and ensure the timely completion of projects in line with IOM’s policies and donor requirements. Additionally, the officer will undertake travel duties as required to support programme implementation and perform any other duties assigned by the Chief of Mission.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. The ideal candidate should have experience in PXD and IBG programme development and management, counter trafficking, assisted voluntary return and reintegration, and capacity building in law enforcement and border security" style="border-bottom: 1px dotted #007bff !important;">security. Familiarity with financial and business administration, as well as a sound understanding of migration issues, is essential.
Educational Background: The educational background required for this position includes a Master’s degree or a University degree in fields related to international relations, political science, humanitarian affairs, or public administration. The educational qualifications must be from an accredited academic institution, ensuring that candidates have a solid foundation in the relevant areas necessary for effective programme management and development.
Experience: Candidates should have a minimum of five years of relevant professional experience in programme development and management, particularly in the areas of protection and immigration governance. Experience in counter trafficking and assisted voluntary return and reintegration is highly desirable. The candidate should also have a proven track record in providing support for national training efforts, liaising with governmental and diplomatic authorities, and organizing consultations and workshops with high-level stakeholders. Familiarity with UN and bilateral donor programming is an added advantage.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language, such as Arabic, Chinese, Russian, Spanish, or French, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is categorized as a professional vacancy, and candidates must be mobile as part of the international recruitment process.
