The position is located within the Implementation Support Section I (ISS I) of the Terrorism Prevention Branch (TPB) at the United Nations Office on Drugs and Crime (UNODC). UNODC was established in 1997 and operates globally with a mission to assist Member States in their efforts to combat illicit drugs, crime, and terrorism. Job Overview:
The Associate Programme Officer will play a crucial role in supporting the implementation of project activities related to terrorism prevention and the prevention of violent extremism. The incumbent will work closely with the project manager and the Chief of Section to ensure that project activities are effectively coordinated and aligned with the needs of beneficiary countries. This position requires a proactive approach to project management, including the development of project proposals, coordination of capacity-building initiatives, and collaboration with various stakeholders, including UNODC regional desks, country offices, and international organizations. The role also involves drafting reports, promotional materials, and analytical outputs to support project monitoring and evaluation, ensuring that all activities are carried out in a cohesive and efficient manner.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including:
  • Assisting in the organization and implementation of substantive activities related to preventing violent extremism.
  • Supporting the development of project proposals by engaging with counterparts and donors, ensuring alignment with beneficiary needs, and contributing to narrative and budget preparation.
  • Coordinating and managing capacity-building projects, addressing logistical, administrative, and financial aspects, and recommending corrective actions as necessary.
  • Drafting project reports and supporting fundraising efforts, as well as monitoring and evaluating project outcomes.
  • Ensuring coordination with relevant UNODC entities and other international organizations to align work programs and activities.
  • Preparing promotional materials and various written outputs, including background papers and analytical notes.
  • Conducting programmatic and administrative tasks to facilitate the functioning of the Section, including workplan preparation and program reporting.
  • Collecting and analyzing data to identify trends and providing insights through data visualization methods.
  • Performing other work-related duties as required.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts related to terrorism prevention and criminal justice. Knowledge of international cooperation mechanisms in criminal matters and UNODC's mandates is essential. The ability to identify and analyze issues, conduct independent research, and manage conflicting priorities is crucial. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively with diverse stakeholders. Additionally, candidates should be able to apply gender perspectives in their work and ensure equal participation of women and men in all areas.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law or criminal justice is required for this position. Candidates with a first-level university degree may be considered if they have passed the Young Professionals Programme Examination or the United Nations National Competitive Recruitment Examination (NCRE).

Experience:
A minimum of two years of progressively responsible experience in terrorism prevention, particularly in criminal justice and the rule of law, is required. Candidates should have experience in legal research and analysis related to terrorism prevention. Desirable experience includes implementing capacity-building activities in Asia, organizing meetings and conferences, and working within the United Nations system or other international organizations. Experience in data analytics or related fields is also advantageous.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, and proficiency in it would be considered an asset. Candidates should refer to the UN Language Framework for specific language skill requirements.
