Job Overview:
The Programme Associate (Engineering) will play a crucial role in providing technical support and quality assurance for the implementation of construction and infrastructure projects. This position involves collaborating with partners, contractors, and vendors to ensure the successful delivery of engineering and construction activities. The incumbent will be responsible for identifying and resolving engineering issues, overseeing construction activities, and ensuring compliance with specifications and quality standards. The role requires a commitment to quality, strong organizational skills, and the ability to communicate effectively with diverse stakeholders. The Programme Associate will also contribute to the preparation and review of engineering designs, conduct feasibility studies, and monitor field construction activities, ensuring that all projects align with WFP's mission and objectives.

Duties and Responsibilities:
The key responsibilities of the Programme Associate (Engineering) include:
  • Supporting the preparation and review of engineering designs, specifications, and drawings for WFP-supported projects, ensuring compliance with approved standards.
  • Conducting technical feasibility studies for projects, considering cost, safety, and environmental impact.
  • Collaborating with partners and contractors to oversee field construction activities, ensuring adherence to project plans and quality standards.
  • Coordinating administrative actions related to procurement, finance, and human resources, ensuring accurate data processing in WFP systems.
  • Conducting regular site visits and meetings to monitor project progress and resolve issues.
  • Ensuring compliance with relevant laws and regulations during construction activities.
  • Maintaining records of WFP facilities and contributing to timely reporting on project outputs.
  • Providing technical advice and support to partners and contractors as needed.

Required Qualifications:
Candidates must possess a post-secondary certificate or a Bachelor's degree in Engineering (or higher) and be an active member of the Order of Engineers in Lebanon. Additionally, candidates should have at least six years of experience working with an engineering team, particularly in construction site supervision and management of small to mid-size construction projects. Proven experience in using AutoCAD 2D and other relevant engineering software is essential, along with knowledge of national and international construction standards and public procurement procedures. Candidates should demonstrate strong problem-solving skills, attention to detail, and the ability to work collaboratively with diverse teams.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. However, a post-secondary certificate or a Bachelor's degree in Engineering is highly desirable. Being an active member of the Order of Engineers in Lebanon is a mandatory requirement for applicants.

Experience:
The position requires a minimum of six years of relevant experience in engineering, particularly in construction site supervision and the management of construction projects. Candidates should have a proven track record of contributing to the design and construction management of various infrastructure projects, including buildings, roads, and community-based initiatives.

Languages:
Fluency in both oral and written communication in English and Arabic is mandatory for this role. Knowledge of the French language is considered desirable and may enhance a candidate's profile.
