Job Overview: The position of AI/ML Expert (National Consultant) is designed to recruit a national individual consultant who will provide specialized expertise in artificial intelligence and machine learning. The consultant will support the Rwanda Revenue Authority (RRA) in enhancing their capabilities in AI/ML technologies. The role involves technical leadership in the design, development, and deployment of microservices architecture, which is crucial for modern software applications. The consultant will manage a team of developers, ensuring that their work aligns with best practices in DevOps, security" style="border-bottom: 1px dotted #007bff !important;">security standards, and Agile methodologies. This position is expected to last for 45 working days over a period of three calendar months, during which the consultant will be responsible for delivering high-quality AI/ML solutions that meet the needs of the RRA.
Duties and Responsibilities: The AI/ML Expert will have a comprehensive set of duties and responsibilities, including but not limited to:
Leading the design and implementation of AI/ML models and algorithms tailored to the needs of the RRA.
Collaborating with cross-functional teams to gather requirements and translate them into technical specifications.
Overseeing the development of microservices architecture to ensure scalability and efficiency of AI/ML applications.
Managing a team of backend, frontend, and full-stack developers, providing guidance and support throughout the development lifecycle.
Ensuring compliance with UNDP guidelines and best practices in project management and delivery.
Conducting training sessions and workshops for RRA staff to enhance their understanding and capabilities in AI/ML technologies.
Monitoring and evaluating the performance of AI/ML solutions, making necessary adjustments to improve outcomes.
Preparing detailed reports and documentation on project progress and outcomes for stakeholders.
Required Qualifications: Candidates must possess a strong background in artificial intelligence and machine learning, with proven experience in developing and deploying AI/ML solutions. A deep understanding of microservices architecture and experience in managing development teams are essential. Additionally, candidates should demonstrate proficiency in programming languages commonly used in AI/ML, such as Python or R, and have experience with relevant frameworks and tools. Strong analytical and problem-solving skills, along with the ability to communicate complex technical concepts to non-technical stakeholders, are also required.
Educational Background: A minimum of a bachelor’s degree in computer science, data science, artificial intelligence, or a related field is required. A master’s degree or higher in a relevant discipline is preferred and may be considered an asset. Continuous professional development in AI/ML through certifications or specialized training programs is highly desirable.
Experience: Candidates should have a minimum of 5 years of professional experience in the field of artificial intelligence and machine learning. Experience in a consulting role, particularly within the public sector or with governmental organizations, is advantageous. Proven track record of successfully leading AI/ML projects from conception to implementation is essential.
Languages: Fluency in English is mandatory, as it is the primary language of communication within UNDP and the RRA. Knowledge of Kinyarwanda or French is considered a strong asset, as it may facilitate better communication with local stakeholders and enhance project outcomes.
Additional Notes: This position is classified as a national consultant role, which means that it is open only to candidates who are citizens or residents of Rwanda. The contract duration is for 45 working days spread over three months, and the position is expected to be full-time during this period.
