Job Overview:
The WASH Program Manager is responsible for implementing and achieving the objectives defined in the operation proposals. This role involves overseeing operational teams assigned to the program and ensuring the quality and performance of the program's activities. The position is critical in a challenging environment, particularly following the recent escalation of conflict in Gaza, which has led to significant displacement and destruction of infrastructure. The WASH Program Manager will need to adapt to a rapidly changing operational environment while ensuring that the needs of the displaced populations are met effectively. The role requires a proactive approach to problem-solving and the ability to work under pressure, especially given the high-stress conditions in Gaza. The manager will also focus on transitioning from immediate humanitarian assistance to early recovery programming as the situation stabilizes.

Duties and Responsibilities:
The WASH Program Manager's duties include:
  • Implementing and monitoring the WASH program activities to ensure they meet the defined objectives.
  • Overseeing the operational teams and providing guidance and support to ensure effective program delivery.
  • Conducting necessary surveys and assessments to report on donor indicators and writing up reports, including the final report for the ECHO grant.
  • Kick-starting new ECHO grant activities, including planning, training of team members, and engaging with relevant partners.
  • Ensuring timely implementation of CDCS activities and monitoring the achievement of expected results using standard MEAL tools.
  • Maintaining proper documentation of activities and reporting as required.
  • Adapting program strategies in response to the evolving security" style="border-bottom: 1px dotted #007bff !important;">security and operational environment.
  • Collaborating with local Palestinian organizations and other partners to enhance program effectiveness.
  • Monitoring water quality and implementing hygiene promotion activities. 1
  • Managing the logistics of water distribution and rehabilitation of water supply systems.

Required Qualifications:
Candidates must possess solid experience in WASH emergency and early recovery programming, with technical expertise in shelter and construction being an asset. Experience in water and solid waste management networks is also beneficial. Candidates should have a proactive, solution-oriented approach to work, strong analytical skills, and experience working in protracted crisis contexts. Familiarity with MS Office, particularly Excel, is essential, and knowledge of GIS is desirable. Strong management, organizational, and interpersonal skills are required, along with the ability to work under pressure and adapt to rapidly changing environments. Previous experience with Solidarités International or similar organizations, as well as prior experience working in Palestine, is an asset.

Educational Background:
A relevant degree in a field related to humanitarian aid, water management, public health, or a similar discipline is required. Advanced degrees or specialized training in WASH programming or emergency response may be advantageous.

Experience:
Candidates should have at least 5 years of experience in the humanitarian sector, with 3-4 years in a similar position. Experience in managing WASH programs in emergency contexts is crucial, as is familiarity with the challenges faced in the Gaza Strip.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is considered an asset, enhancing communication with local teams and communities.

  • The role involves a rotation system, with 14 days out of Gaza every 8 weeks. The salary starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with accommodation costs and travel expenses covered by SI. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Gaza have improved since the ceasefire, but the working environment remains challenging, with high levels of stress and limited opportunities for relaxation. However, there are increasing opportunities for socialization among international staff.
