Job Overview:
The position of IC-consultant national en systèmes d'information géographique (SIG) is primarily focused on providing technical and operational support to the project management unit. The consultant will play a crucial role in enhancing the capabilities of the SEGRC (Système d'Information Géographique et de Gestion des Risques) through targeted training and technical advice. Additionally, the consultant will be responsible for integrating geospatial information into the national crisis room and five regional coordination centers. This role requires close collaboration with an international firm tasked with assessing vulnerability to multiple risks and developing impact-based early warning systems for agriculture and fisheries. Although the consultant will not produce final risk maps, they will ensure that all geospatial and socio-economic data is accurate, well-organized, validated, documented, and compliant with national and international standards, including ISO/TC 211 GIS standards and GovStack GIS recommendations.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Providing technical support for the operational management of the project through the collection, organization, cleaning, structuring, and analysis of geospatial data.
  • Facilitating access to and verification of geospatial and socio-economic datasets collected by the international firm.
  • Ensuring harmonization of data formats, coordinate systems, metadata, and methodologies between the project, SEGRC, and the international firm.
  • Supporting the international firm by providing technical advice on field data collection, validation, and GIS analysis as needed.
  • Producing GIS analyses, operational maps, and reports to support decision-making within the project, communication with stakeholders, and early warning activities.
  • Supporting the integration of real-time and near-real-time data into the national crisis room and regional coordination centers, ensuring operational mapping and monitoring of hazards, alerts, and evacuation planning.
  • Contributing to the development of standard operating procedures (SOPs) for GIS analysis and map dissemination during crises and simulation exercises, including testing SOPs during exercises.
  • Assisting regional coordination centers in collecting, updating, and integrating local geospatial datasets into the national GIS database.
  • Developing, maintaining, and updating national and regional geospatial databases, ensuring quality, consistency, security" style="border-bottom: 1px dotted #007bff !important;">security, accessibility, and compliance with project standards and international standards. The database architecture must adhere to ISO/TC 211 GIS standards and GovStack GIS reference architecture to allow for future expansion and interoperability. 1
  • Training SEGRC staff and regional personnel on GIS tools, multi-hazard mapping, and risk assessment methodologies, including training modules on ISO-compliant metadata, data governance, and geospatial workflows aligned with GOVStack, manuals, and practical guides to ensure sustainability. 1
  • Participating in field validation, monitoring, and evaluation of GIS datasets and early warning products, supporting the production of reports, bulletins, and alert maps for vulnerable communities and institutions.

Required Qualifications:
The position requires a set of specific qualifications, including:
  • Proven experience in geospatial information systems (GIS) and data management.
  • Strong analytical skills and proficiency in GIS software and tools.
  • Knowledge of geospatial data standards and methodologies, particularly ISO/TC 211 and GovStack.
  • Experience in training and capacity building in GIS and data management.
  • Excellent communication skills, both written and verbal, in French and English.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Strong organizational skills and attention to detail.
  • Familiarity with disaster risk reduction and early warning systems is an asset.

Educational Background:
Candidates must possess a relevant educational background, including:
  • A degree in geography, environmental science, information technology, or a related field.
  • Advanced degrees (Master's or PhD) in GIS, remote sensing, or a related discipline are preferred.
  • Additional certifications in GIS or data management are advantageous.

Experience:
The position requires a significant level of experience, including:
  • A minimum of 5 years of professional experience in GIS and geospatial data management.
  • Experience working with international organizations or in a development context is highly desirable.
  • Proven track record of successfully managing GIS projects and delivering results in a timely manner.

Languages:
The mandatory language requirements for this position include proficiency in French and English. Knowledge of additional languages spoken in the region would be considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
The contract duration for this position is from December 20, 2025, to December 1, 2026, with a total of 90 working days throughout the project. This is a full-time position, and the consultant will be expected to work closely with the project team and stakeholders. The recruitment process is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
