Job Overview: The Resources Management Officer will be responsible for overseeing and managing the budgetary, financial, human resources, and administrative functions of the Djibouti Country Office and/or its Sub-Offices. This role involves direct supervision by the Chief of Mission and close coordination with senior management and various administrative departments. The officer will monitor financial management for all activities, ensuring accountability and compliance with donor agreements. They will prepare program and budget reports, conduct financial analyses, and assist project managers in budget preparation. The officer will also manage human resources functions, oversee supply chain services, and ensure compliance with IOM standards and procedures. This position requires a proactive approach to prevent deficits in projects and to strengthen internal controls and efficiency within the organization.
Duties and Responsibilities:
Monitor and oversee the financial management for all activities in the Country Office, ensuring oversight of financial expenditure and accountability.
Supervise treasury management by forecasting cash flows and monitoring fund disbursement in accordance with donor agreements.
Prepare program and budget reports in line with IOM regulations and review monthly accounts.
Conduct financial analyses of projects, oversee budget control processes, and take action to prevent deficits.
Assist in budget preparation for new projects and provide technical support to project managers.
Maintain internal controls to safeguard the organization’s assets and prevent fraud.
Validate payroll allocations and ensure compliance with projectization criteria.
Review and recommend improvements to existing systems and procedures.
Manage human resources functions, including recruitment and personnel administration. 1
Oversee supply chain services and manage contracts with suppliers. 1
Liaise with legal and procurement units for agreement reviews and approvals. 1
Supervise ICT staff and ensure compliance with IOM standards. 1
Train local staff on administrative and financial policies. 1
Participate in UN meetings as required. 1
Serve as Officer-in-Charge in the absence of the Chief of Mission. 1
Perform additional duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have a strong understanding of IOM/UN finance, supply chain, and HR procedures, as well as advanced knowledge of Microsoft Office, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS) and SAP is highly desirable.
Educational Background: The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has seven years of relevant professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage and enhance the candidate's qualifications for the role.
Experience: Candidates should have significant experience in financial and human resources management at the international level. This includes field experience with coordination and cooperation with international institutions and coordination bodies. Experience in supervising the development and implementation of administrative control procedures and coordinating external auditing exercises is essential. Familiarity with corporate IT systems and software is also required, as the role involves managing various administrative and financial functions.
Languages: IOM’s official languages are English, French, and Spanish. For this position, fluency in English is mandatory, both oral and written. A working knowledge of French is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. Internationally recruited professional staff are required to be mobile.
