Job Overview: The Health Data and Information Management Specialist will play a crucial role in supporting the WHO Djibouti vaccine programme. This position involves providing technical guidance and training to the Ministry of Health and team members on data management processes. The specialist will ensure the effective collection, analysis, and dissemination of health data, which is vital for monitoring vaccination coverage and addressing vaccine-preventable diseases. The role requires a strong understanding of health information management and the ability to produce high-quality reports and visual data products. The specialist will also be involved in interagency initiatives to enhance information sharing and improve health data management practices across the region.
Duties and Responsibilities:
Provide ongoing technical guidance and training to the Ministry of Health and team members on data gathering and analysis quality assurance, performance monitoring, and information dissemination.
Support the timely and high-quality collection, analysis, production, and dissemination of health data and information, including situation reports, epidemic bulletins, and needs assessments.
Aggregate and maintain inter-country information from WHO and partners, including health indicator data and performance monitoring.
Develop tools to harmonize data collection across the WHO Country Office (WCO) to facilitate information consolidation and respond to specific requests.
Produce and update information products such as reports, charts, and infographics to effectively communicate health data.
Provide technical expertise during interagency initiatives related to information management and contribute to inter-sectoral dashboards and reports.
Design and manage databases and data tools, ensuring accuracy and consistency of high-value data to support operational analysis.
Required Qualifications: Essential qualifications include a university degree in information management, data management, computer sciences, statistics, applied mathematics, or public health, along with training in database development and management. Desirable qualifications include a degree in Information Communication Technology. Candidates must possess expert knowledge of English and French, with intermediate knowledge of Arabic being desirable. Skills in data collection, analysis, and program management are essential, along with the ability to conduct independent research and analysis.
Educational Background: Candidates must have a university degree in a relevant field such as information management, data management, computer sciences, statistics, applied mathematics, or public health. Additional training in database development and management from an accredited institution is essential. A degree in Information Communication Technology is considered a plus.
Experience: Candidates should have at least 5 years of relevant experience in health data and information management or database administration at both national and international levels. Experience in providing analysis and reports for decision support is essential. Desirable experience includes working in the Eastern Mediterranean region and with UN or international organizations.
Languages: Expert knowledge of English and French is mandatory for this position. Intermediate knowledge of Arabic is considered an asset, enhancing communication capabilities within the region.
Additional Notes: The position offers a competitive salary starting at USD 70,212 annually, with additional benefits including a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. The role is subject to WHO Staff Regulations and may involve a written test or video assessment as part of the selection process.
