Job Overview:
The position of Assistant(e) de gestion, Finance, is crucial for the effective management of financial resources within the WFP Djibouti office. The role involves providing procedural and technical support to staff in finance and budgeting, ensuring compliance with WFP's financial policies and regulations. The assistant will be responsible for verifying supplier claims, managing payment processes, and maintaining accurate financial records. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to ensure timely and accurate financial operations. The assistant will also contribute to the development of an organized documentation system, facilitating easy access to financial information and supporting the overall mission of WFP in Djibouti.

Duties and Responsibilities:
  • Provide procedural and technical support to staff in finance and budgeting to ensure compliance with WFP's financial policies, rules, and regulations.
  • Verify supplier claims, advances, and other receivables, adhering to appropriate procurement procedures to ensure timely payments to suppliers in accordance with WFP's financial rules.
  • Maintain an online register of all invoices and payment transfers, archiving documents to ensure compliance with WFP's standards and guidelines.
  • Advise staff and/or suppliers on invoice tracking and processing to ensure consistent service delivery that meets required standards.
  • Contribute to the establishment of a well-organized documentation system (both physical and digital) within the Finance unit, ensuring easy access to key information.
  • Support the proper filing and timely archiving of financial records and invoices.
  • Perform other duties as assigned by the supervisor based on operational needs, which may include additional responsibilities as required.

Required Qualifications:
Candidates must possess a secondary school diploma. A post-secondary qualification in a relevant functional area is desirable but not mandatory. Additionally, candidates should demonstrate strong organizational skills, attention to detail, and the ability to maintain accurate financial records. Proficiency in financial management software and tools is an advantage. Candidates should also exhibit a willingness to adapt to new financial tools, processes, and guidelines, showcasing a commitment to continuous improvement and professional development.

Educational Background:
The minimum educational requirement for this position is a secondary school diploma. While a post-secondary qualification in finance, accounting, or a related field is preferred, it is not a strict requirement. Candidates with higher education degrees such as a bachelor's degree in finance or business administration will be given preference, especially if they have relevant experience in financial management or accounting roles.

Experience:
The ideal candidate should have at least four (4) years of relevant professional experience in finance or accounting. Alternatively, candidates with two (2) years of experience in a similar role, combined with a bachelor's degree or higher, will also be considered. Experience in a humanitarian or international organization is a plus, as it provides valuable insights into the unique financial challenges faced in such environments.

Languages:
Fluency in French, both spoken and written, is mandatory for this position. Additionally, candidates should possess an intermediate level (B level) of proficiency in English, which will facilitate communication with international colleagues and stakeholders. Knowledge of other languages may be considered an asset, enhancing the candidate's ability to interact in a multicultural environment.

Additional Notes:
This position is offered on a Service Contract (SC4) basis for a duration of six months, with the possibility of extension based on operational needs and performance. The role is based in Djibouti, Republic of Djibouti, and is classified as a full-time position.
