Job Overview:
The Operations Associate position is a critical role within UNHCR, primarily focused on supporting the operational functions of the organization in Djibouti. The incumbent will work under the supervision of the (Senior) Operations Officer and will be responsible for a variety of tasks that ensure the effective implementation of UNHCR's projects and initiatives in the region. This role requires a high degree of independence in managing regular assignments while adhering to the guidelines and policies set forth by UNHCR. The Operations Associate will be expected to engage with various stakeholders, including local suppliers and partners, to facilitate the smooth operation of programs. The position emphasizes accountability, professionalism, and a commitment to UNHCR's core values, including integrity and respect for diversity. The successful candidate will play a vital role in ensuring that operational data is accurately reviewed and reported, contributing to the overall effectiveness of UNHCR's mission in the region.

Duties and Responsibilities:
The Operations Associate will have a comprehensive set of duties and responsibilities, including but not limited to: reviewing operational data and regional plans to ensure accuracy in indicators and budget lines; creating detailed reports and conducting analyses using tools such as COMPASS, Cloud ERP, Power BI, and Workday; identifying inconsistencies and advising field operations on potential issues; assisting in the training of staff on relevant systems; processing administrative tasks related to implementing instruments and project closures; providing operational support for various program activities, including financial transactions and procurement; drafting and reviewing project documents and budgets for donor funding; maintaining records of contributions and producing financial reports; gathering information from public sources to support operational analysis; ensuring compliance with UNHCR's global strategies; managing risks and opportunities; and performing other related duties as required.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include in-depth knowledge of COMPASS, Cloud ERP, and Power BI, as well as an understanding of IPSAS basics. Desirable qualifications include training in design" style="border-bottom: 1px dotted #007bff !important;">program design, monitoring, and evaluation, and completion of UNHCR learning programs relevant to the functions of the role. Direct experience as a Programme or Operations Associate is also highly valued, along with familiarity with UNHCR's operational rules and procedures.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a preference for candidates holding a Bachelor’s degree in fields such as Business Administration, Economics, Political Science, or Law. Relevant certifications in these areas are also beneficial and may enhance a candidate's application.

Experience:
The position requires candidates to have a minimum of three years of relevant experience in operational support roles, particularly within humanitarian or development contexts. Experience with UNHCR or similar organizations is highly desirable, as is familiarity with the specific operational challenges faced in Djibouti. Candidates should demonstrate a proven ability to manage multiple tasks effectively and possess strong organizational skills.

Languages:
Proficiency in English is mandatory, and candidates should also have knowledge of the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language is required, while local language proficiency is considered an asset.
