Job Overview:
The Head of Office is a pivotal leadership role within UNFPA, responsible for overseeing the development and management of the country programme of cooperation with the government. This position requires a strategic thinker who can align UNFPA's goals with national priorities and effectively manage resources to achieve high-quality results. The Head of Office will report to the Arab States Regional Office senior management and will also be a key member of the UN Country Team (UNCT), ensuring that UNFPA's contributions are integrated into the broader UN Sustainable Development Cooperation Framework (UNSDCF). The incumbent will lead efforts to establish partnerships with government entities, civil society, and other stakeholders to advance the ICPD Programme of Action and support the achievement of the SDGs. This role demands a commitment to excellence in program results and the ability to inspire and transform the team to deliver impactful outcomes.

Duties and Responsibilities:
The Head of Office will be responsible for a wide range of duties, including:
  • Programme leadership, planning, and management: Conducting policy dialogue with government and development partners to integrate UNFPA's priorities into national strategies; ensuring application of Results Based Management principles; promoting knowledge sharing and continuous learning; coordinating humanitarian actions in-country.
  • External relationships and resource mobilization: Representing UNFPA at high-level meetings; managing strategic partnerships; leading resource mobilization efforts by identifying potential donors and preparing proposals.
  • Support to the Resident Coordinator and UN Country Team: Actively supporting the RC in achieving UNCT results; ensuring integration of UNFPA's transformative results in UNSDCF planning; participating in performance appraisals of UNCT members.
  • Leading and managing the country team: Managing staff, fostering motivation and empowerment; ensuring compliance with UNFPA policies; maintaining a respectful and inclusive work environment; ensuring security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management is integrated into program planning.

Required Qualifications:
Candidates must possess an advanced degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender Studies, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have at least seven years of progressively responsible professional experience in international development, particularly in gender, population, and reproductive health. Demonstrated ability to lead teams, manage programs, and engage in high-level advocacy is essential. Excellent communication skills are required to represent UNFPA and foster strategic partnerships.

Educational Background:
An advanced degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender Studies, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is crucial for understanding the complexities of international development and the specific challenges faced in the areas of gender and reproductive health.

Experience:
Candidates should have a minimum of seven years of progressively responsible professional experience in international development, with a focus on gender, population, and reproductive health. Experience in high-level advocacy and resource mobilization is also essential, as is the ability to influence partners and stakeholders effectively.

Languages:
Fluency in both French and English is required for this position. Proficiency in additional languages may be considered an asset, as it can enhance communication and collaboration with diverse stakeholders in the region.
