Job Overview: The Project Officer will play a crucial role in the coordination and implementation of the Better Migration Management (BMM) programme, which is part of the UNODC's strategy for Eastern Africa. This position involves working closely with various stakeholders, including Member States, donors, and project partners, to ensure the successful execution of programme activities aimed at facilitating safe and orderly migration while addressing human trafficking and migrant smuggling. The Project Officer will be responsible for planning, organizing, and monitoring project activities, ensuring that they align with the overall objectives of the UNODC and the specific mandates of the BMM programme. This role requires a proactive approach to liaising with counterparts and experts, as well as providing substantive inputs during training workshops and other programme-related activities. The Project Officer will also be involved in drafting reports, conducting research, and analyzing data to support the programme's goals.
Duties and Responsibilities: The Project Officer will have a diverse set of responsibilities, including:
Contributing to project coordination, implementation, monitoring, and reporting, ensuring timely execution of activities.
Leading the planning and organization of programme activities, including liaising with stakeholders and providing substantive inputs during training workshops.
Maintaining contact with donors and project partners to ensure the timely delivery of technical assistance.
Supporting cross-programmatic activities that address the links between organized crime and terrorism.
Conducting research and designing data collection tools for project outputs.
Participating in field missions and fact-finding activities as required.
Engaging with communities to promote volunteerism and the UN Volunteers programme.
Required Qualifications: Candidates should possess a strong understanding of operations relevant to UNODC, with technical capabilities or knowledge that can be applied to UNODC procedures and rules. They should demonstrate discretion, political sensitivity, and the ability to liaise with various actors, particularly in senior positions. A high degree of autonomy, personal initiative, and resourcefulness are essential, along with the ability to manage information objectively and confidentially. Candidates should also exhibit professionalism, integrity, and a commitment to teamwork and respect for diversity.
Educational Background: A relevant educational background is required, typically including a degree in social sciences, international relations, law, or a related field. Advanced degrees may be preferred, particularly for roles involving complex project management and coordination.
Experience: Candidates should have a minimum of 2-3 years of relevant professional experience in project management, preferably within the context of international development, migration, or law enforcement. Experience working with governmental and non-governmental organizations, as well as familiarity with UNODC's mission and objectives, will be advantageous.
Languages: Fluency in English is mandatory, while knowledge of French or Arabic is considered an asset. Candidates should possess strong written and verbal communication skills, enabling them to prepare clear reports and conduct presentations effectively.
Additional Notes: This position is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The contract may be extended based on funding availability and performance. National UN Volunteers in Djibouti will receive a monthly Volunteer Living Allowance (VLA), annual and learning leaves, medical and life insurance, and access to various learning platforms. The role requires cultural sensitivity and adaptability to local customs and traditions.
