Job Overview: The position of Moniteur terrain is crucial for the implementation of the Research, Monitoring, and Evaluation (RAM) strategy and planning activities within the country office. The incumbent will be responsible for supporting data collection, monitoring field activities, and regularly reporting information in close collaboration with functional teams and implementing partners. This role requires a proactive approach to ensure that the data collected is accurate and timely, which is essential for effective decision-making and program adjustments. The Moniteur terrain will work under the direct supervision of the RAM unit head and will play a key role in ensuring that the objectives of the RAM activities are met efficiently and effectively. The position is based in Tadjourah, Djibouti, and is expected to last for three months, with the possibility of extension based on performance and organizational needs.
Duties and Responsibilities:
Collect price data for food and non-food items from shops to monitor price trends, report discrepancies, and track the availability of food products monitored by WFP, and communicate this information to the supervisor.
Monitor planned food distributions and cash-based transfers (CBT) in Tadjourah and Obock, identifying and reporting any issues that arise. This monitoring will occur monthly during the CBT cycle launch and bi-monthly for food distributions.
Track the performance of health centers in Tadjourah and Obock, reporting any observed issues.
Manage the complaints feedback mechanism (CFM) effectively, regularly relaying feedback from beneficiaries and partners to relevant units to facilitate timely and appropriate decision-making.
Liaise with internal counterparts to ensure effective collaboration and follow up on ongoing projects.
Support the RAM team in organizing training sessions and workshops.
Perform any other related tasks as required by the supervisor.
Required Qualifications: Education: A secondary school diploma is required. Experience: A minimum of four years of progressively responsible experience in monitoring, research, or evaluations is required. Knowledge and Skills: • Proficiency in quantitative and qualitative data collection and analysis, including the development of data collection tools and reporting. • Understanding of database management and operational challenges in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition programs. • Ability to work with attention to detail and accuracy. • Strong teamwork skills and the ability to maintain effective partnerships. • Proven ability to achieve results through effective planning and organization of activities. • Capacity to prioritize tasks and adapt quickly to changing work environments. • Proficiency in using technology for monitoring, including online data collection tools and databases. • Effective oral and written communication skills are essential.
Educational Background: The minimum educational requirement for this position is a secondary school diploma. This foundational education is essential for understanding the basic principles of data collection and analysis, as well as for effective communication and reporting.
Experience: Candidates must have at least four years of progressively responsible experience in the fields of monitoring, research, or evaluations. This experience should demonstrate a solid understanding of the operational aspects of humanitarian assistance and the ability to work effectively in a team-oriented environment.
Languages: Fluency in both spoken and written French is mandatory for this position. Additionally, a good knowledge of the local language is required to facilitate communication with beneficiaries and local partners, enhancing the effectiveness of the monitoring and evaluation processes.
