Job Overview:
The position of RFP- Consultant(e) National(e) d’un Protocole National Accès Justice(VBG) involves supporting the Ministry of Justice of Djibouti in developing a national protocol for inter-institutional coordination regarding the judicial treatment and care of victims and survivors of Gender-Based Violence (GBV). This role is crucial in the context of the UNDP's Global Programme on the Rule of Law, security" style="border-bottom: 1px dotted #007bff !important;">Security, and Human Rights, which aims to enhance the legal framework and institutional responses to GBV. The consultant will work closely with various stakeholders, including judicial institutions, health services, and civil society organizations, to ensure a comprehensive and victim-centered approach to GBV cases. The consultant is expected to facilitate participatory processes, ensuring that the protocol is realistic and operational, and aligns with national commitments and international human rights standards.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a thorough assessment of the current legal and institutional frameworks related to GBV in Djibouti.
  • Engage with key stakeholders, including judicial officers, health professionals, social services, and NGOs, to gather insights and recommendations for the protocol.
  • Develop a draft national protocol that clarifies and formalizes the coordination among justice institutions to improve the handling of GBV cases.
  • Propose mechanisms for direct transmission of GBV cases from informal justice entities to formal judicial systems.
  • Facilitate workshops and meetings to discuss the draft protocol with stakeholders and incorporate their feedback.
  • Ensure that the protocol aligns with national laws, including the law on combating GBV adopted in 2020, and international human rights instruments.
  • Provide technical support to the Ministry of Justice in finalizing and implementing the protocol.
  • Prepare reports and documentation of the consultation process and outcomes.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Proven expertise in legal frameworks related to gender-based violence and human rights.
  • Strong understanding of the judicial system and institutional coordination in Djibouti.
  • Experience in developing protocols or guidelines for legal or social services, particularly in the context of GBV.
  • Excellent facilitation and communication skills, with the ability to engage diverse stakeholders effectively.
  • Strong analytical and writing skills, with the ability to produce high-quality reports and documentation.

Educational Background:
A minimum of a Master’s degree in Law, Social Sciences, Gender Studies, or a related field is required. Additional certifications or training in gender-based violence, human rights, or legal reform will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in legal consulting, gender-based violence advocacy, or related fields. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable.

Languages:
Fluency in French is mandatory, as it is the working language of the UNDP in Djibouti. Proficiency in English is an asset, and knowledge of local languages would be beneficial.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the contract period. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
