Job Overview:
The Quality Assurance and Policy Lead will play a crucial role within the Office of Internal Oversight Services (OIO), which reports directly to the Director General. This position is responsible for implementing and maintaining key elements of the Quality Assurance and Improvement Program (QAIP) for the Internal Audit Division. The successful candidate will be tasked with reviewing internal audit documentation to ensure compliance with the Division's standards for quality and effectiveness. This role involves supporting the implementation of the Internal Audit Division’s QAIP in accordance with the new Global Internal Audit Standards (GIAS), conducting periodic internal quality assessments, and coordinating arrangements for external quality reviews. The Quality Assurance and Policy Lead will also participate in internal engagement inspections, identify areas for improvement, and assist senior staff in implementing corrective actions. Continuous improvement in internal processes to enhance assurance services efficiency and maintain high-quality service delivery is a key expectation. The candidate will conduct independent technical research to detect areas of non-compliance with industry standards and regulatory requirements, providing recommendations to senior management. Additionally, the role includes preparing reports on audit quality and policy compliance for the Deputy Director of Internal Audit, as well as providing training and guidance to audit staff on quality standards and best practices, facilitating knowledge sharing, and promoting continuous improvement across the division.

Duties and Responsibilities:
The duties and responsibilities of the Quality Assurance and Policy Lead include:
  • Supporting the implementation of the Internal Audit Division’s QAIP in accordance with GIAS.
  • Conducting periodic internal quality assessments and coordinating external quality reviews.
  • Participating in internal engagement inspections and identifying areas for improvement.
  • Assisting senior staff in implementing corrective actions based on findings.
  • Supporting continuous improvements in internal processes to enhance efficiency and maintain high-quality service delivery.
  • Conducting independent technical research to identify areas of non-compliance with industry standards and regulatory requirements.
  • Preparing comprehensive reports on audit quality and policy compliance for the Deputy Director of Internal Audit.
  • Providing training and guidance to audit staff on quality standards and best practices.
  • Facilitating knowledge sharing and promoting continuous improvement across the division. 1
  • Supporting the development, review, and update of internal audit policies, procedures, and manuals. 1
  • Ensuring audit practices are consistent with professional standards and organizational governance frameworks through technical review and analysis. 1
  • Staying informed on evolving audit methodologies, quality management standards, and regulatory changes. 1
  • Performing other duties as assigned by the Deputy Director of Internal Audit.

Required Qualifications:
The required qualifications for the Quality Assurance and Policy Lead position include:
  • A Master’s degree in Audit, Accounting, Finance, Public Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
  • CIA Professional certification is mandatory.
  • Progressive experience in internal auditing, including quality assurance and policy development.
  • Experience in an international organization or public sector environment is considered an asset.
  • Proven experience leading multi-disciplinary teams of experienced professionals in a multicultural setting.
  • Demonstrated ability to manage and deliver on timelines with tight deadlines across disciplines.
  • Significant experience in preparing high-quality, professional documents for senior audiences.

Educational Background:
Candidates must possess a Master’s degree in Audit, Accounting, Finance, Public Administration, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. The possession of a CIA Professional certification is a requirement for this position.

Experience:
The position requires progressive experience in internal auditing, specifically in quality assurance and policy development. Candidates should have experience working in an international organization or within the public sector, which is considered advantageous. Additionally, the ability to lead multi-disciplinary teams in a multicultural environment is essential. Candidates should also demonstrate experience in managing projects and delivering results under tight deadlines, as well as preparing high-quality documents for senior management.

Languages:
Fluency in English, both oral and written, is required for this position. A working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type.
