Job Overview:
The Monitoring, Evaluation and Learning (MEL) Technical Advisor will play a crucial role in a potential new project funded by the US CDC, aimed at enhancing Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS). This position is pivotal in providing technical guidance for MEL activities, ensuring that the project aligns with the strategic goals set by technical leadership. The advisor will oversee the MEL components of the project design, manage MEL activities, and ensure that they are executed in accordance with established work plans. The role also involves developing project indicators, contributing to donor reports, and ensuring that MEL activities are effectively integrated into project implementation. The advisor will be responsible for leading MEL project activities, managing timelines and budgets, and ensuring that all MEL deliverables meet industry best practices and funder requirements.

Duties and Responsibilities:
The MEL Technical Advisor will be responsible for a wide range of duties including: providing technical leadership in MEL activities, selecting appropriate MEL methods and techniques, and ensuring the quality of MEL deliverables. The advisor will lead the design and implementation of MEL strategies, develop MEL tools and systems for qualitative and quantitative analysis, and maintain communication with field counterparts. They will also be responsible for capacity building, training, and supervision of MEL staff, collating MEL data for reporting, and ensuring compliance with funder contractual obligations. The advisor will serve as the primary author for MEL deliverables and will be involved in problem-solving and decision-making processes related to MEL activities.

Required Qualifications:
Candidates must possess strong technical knowledge in MEL, with the ability to manage MEL aspects of projects effectively. They should demonstrate proficiency in selecting appropriate MEL methods and techniques, and have a solid understanding of MEL concepts and principles. Strong writing and verbal communication skills are essential, along with relevant computer software skills, particularly in MS Office applications. The ability to manage one's own work to meet job and performance standards is also required.

Educational Background:
A Master’s Degree or its international equivalent in Knowledge/Information Sciences, Public Health, Epidemiology, Statistics, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required. A Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have at least 8 years of relevant experience in the technical implementation of large projects or programs. Experience in managing lower-level staff is beneficial, but the primary function of this role is as an individual contributor. Documented experience in providing technical assistance, capacity building, and business development in MEL is essential. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with experience in international or domestic program development or management.

Languages:
Fluency in English is mandatory, with strong reading, writing, and speaking skills. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position may involve supervising junior MEL staff and coordinating MEL workflows. The role is expected to require travel of approximately 10% to 25%. The expected US-based hiring salary range for this role is between USD 110,000 and 135,000 annually, with compensation reflecting factors such as relevant experience and education.
