Job Overview:
The Consultant for Organizational Review will be responsible for conducting a comprehensive assessment of the National Electoral Commission (NEC) of South Sudan. This role involves evaluating the current organizational structure, human resources systems, and staffing levels to ensure they align with NEC's legal mandate and the laws of South Sudan. The consultant will work closely with the NEC Organizational Review Team and the UNIEAT to deliver several key reports and manuals that will enhance the operational capacity of NEC. The consultant is expected to provide recommendations for restructuring, develop HR policies, and conduct training for NEC staff to improve their skills and performance. The consultancy is expected to last for two months, with specific deliverables due at various stages throughout the contract.

Duties and Responsibilities:
The Consultant will undertake the following duties and responsibilities:
  • Conduct an organizational assessment of NEC to ensure compliance with legal mandates and optimize staffing configurations.
  • Review and revise job descriptions for all NEC positions to reflect current and future needs.
  • Develop NEC-specific HR policies and procedures in line with South Sudanese laws, covering areas such as workforce planning, recruitment, onboarding, remuneration, talent management, and workplace conflict resolution.
  • Conduct a training needs assessment to identify skill gaps among NEC staff and recommend training programs to enhance institutional capacity.
  • Prepare a user-friendly NEC HR Manual and Employee Handbook, including relevant forms and procedures.
  • Conduct training sessions for NEC HR personnel to operationalize the new HR systems and tools effectively.

Required Qualifications:
The position requires an advanced degree or a bachelor's degree with equivalent experience in Human Resources, International Relations, Law, Public Administration, International Development, Social Science, or a related field. Candidates must have a minimum of five years of experience in human resource management, with proven experience in drafting HR policies, job descriptions, and performance management frameworks. Experience in providing technical advice to national counterparts on professional development programs is essential. Knowledge of South Sudan's legal framework governing government agencies and human resources is required, along with computer literacy in Microsoft Word, Excel, and Outlook. Experience working with international organizations, particularly within the UN system, is desirable.

Educational Background:
Candidates must possess an advanced degree or a bachelor's degree in a relevant field such as Human Resources, International Relations, Law, Public Administration, International Development, or Social Science. Equivalent experience in a related area may also be considered in lieu of an advanced degree.

Experience:
The consultant should have a minimum of five years of relevant experience in human resource management. This includes experience in providing technical advice to national counterparts, drafting HR policies, and working with government offices in South Sudan. Familiarity with South Sudan's legal framework and experience in preparing reports and official correspondence in an international or governmental context are also required.

Languages:
Fluency in both oral and written English is mandatory for this consultancy role. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is expected to last for two months, with specific deliverables due at various intervals throughout the contract. The position is not associated with any fees at any stage of the recruitment process, as the United Nations does not charge applicants for application, interview, or training processes. The consultant will work closely with the NEC Organizational Review Team and the UNIEAT, ensuring that all deliverables are completed within the specified timelines.
