Job Overview:
The Information Management System (IMS) Consultant will be responsible for leading the design, prototyping, testing, and deployment of the G-PACT Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) Dashboard. This role requires collaboration with VSO, G-PACT consortium partners, Local Government Units (LGUs) through their Regional Development Councils (RDCs), Regional Gender Support Networks (RGSNs), and civil society stakeholders. The consultant's primary focus will be to ensure that the system is participatory, sustainable, and aligned with local governance processes. The position is crucial for enhancing the effectiveness of the dashboard in addressing issues related to women, peace, and security, and will involve a significant amount of stakeholder engagement to ensure that the system meets the needs of its users and contributes to the overarching goals of the G-PACT initiative.

Duties and Responsibilities:
The duties and responsibilities of the IMS Consultant include but are not limited to:
  • Leading the design and development of the G-PACT WPS Dashboard, ensuring it meets the needs of all stakeholders involved.
  • Prototyping the dashboard and conducting thorough testing to ensure functionality and user-friendliness.
  • Collaborating with various partners, including local government units and civil society organizations, to gather input and feedback throughout the development process.
  • Ensuring that the dashboard is sustainable and can be maintained by local stakeholders after the project concludes.
  • Providing training and support to users of the dashboard to ensure effective utilization.
  • Documenting the development process and creating user manuals or guides as necessary.
  • Participating in meetings and workshops to present progress and gather further insights from stakeholders.
  • Adapting the dashboard based on feedback and changing needs of the users.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A degree in IT, Computer Science, Social Sciences, or a related field.
  • Proven experience in developing or managing Information Management Systems or dashboards.
  • Strong understanding of open-source, non-subscription-based tools that can be utilized in the development of the dashboard.
  • Excellent communication skills in both Filipino and English, enabling effective interaction with diverse stakeholders.
  • Demonstrated ability to work collaboratively in a team environment and to facilitate positive change.

Educational Background:
Candidates must have a relevant educational background, specifically a degree in IT, Computer Science, Social Sciences, or a related field. This educational foundation is essential for understanding the technical aspects of Information Management Systems and for effectively engaging with the social dimensions of the role.

Experience:
The position requires candidates to have substantial experience in developing or managing Information Management Systems or dashboards. This experience should include practical knowledge of the tools and technologies used in the field, as well as an understanding of the challenges and opportunities present in working with diverse stakeholders in a development context.

Languages:
Fluency in Filipino and English is mandatory for this position, as effective communication with local stakeholders and international partners is crucial. Additional language skills may be considered an asset, particularly if they enhance the consultant's ability to engage with a broader range of community members and stakeholders.

Additional Notes:
This position is open exclusively to Filipino nationals. The contract type is a Consultant Agreement, with a contract length of 30 days. The role is part-time, and the salary is negotiable based on experience and qualifications.
