Job Overview:
The Consultant for Website Improvement will play a crucial role in enhancing the Dniester Commission Website, which serves as a vital resource for stakeholders involved in the management and conservation of the Dniester River basin. The primary objective of this consultancy is to improve the website's design and functionality to ensure it meets the needs of its users and aligns with the goals of the GEF-UNDP-OSCE Dniester River Basin project. The consultant will be responsible for assessing the current website, planning necessary improvements, and implementing technical upgrades to enhance user experience. This position requires a blend of technical expertise in web development and a strong understanding of stakeholder needs, as the consultant will conduct consultations with various stakeholders to gather input on desired features and functionalities. The role is expected to last from December 2025 to December 2026, with up to 180 working days allocated within one calendar year.

Duties and Responsibilities:
The consultant will undertake a comprehensive set of tasks to improve the Dniester Commission Website. Key responsibilities include:
  • Assessing the current website and developing a Website Improvement Plan that outlines the necessary structural and design changes.
  • Conducting stakeholder consultations to gather insights on user needs and desired features for the website.
  • Migrating the website to its own server and updating both the front-end and back-end systems.
  • Upgrading the Content Management System (CMS) and implementing SEO best practices to enhance visibility.
  • Redesigning the homepage and navigation for improved clarity and accessibility.
  • Ensuring the website is responsive and functions well across various devices.
  • Adding interactive features such as maps and infographics to enhance user engagement.
  • Preparing a user manual and conducting training sessions for stakeholders to ensure effective website management post-implementation.

Required Qualifications:
Candidates must possess a minimum of 4 years of professional experience in full-stack website development roles. Proven experience in maintaining or rebuilding existing website backends is essential, along with familiarity with integrating APIs and CMS systems such as WordPress or Strapi. Strong communication, planning, and project management skills are required, as well as professional fluency in English, including excellent drafting abilities. Knowledge of one of the national languages of the project countries is considered a strong asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their work. The ability to work collaboratively with diverse teams and maintain impartiality is also crucial.

Educational Background:
A technical diploma in web development, computer science, or a related field is required for this position. Candidates with higher educational qualifications in relevant disciplines may be preferred, but practical experience and proven skills in web development will be highly valued.

Experience:
The position requires a minimum of 4 years of relevant professional experience in website development, with a strong emphasis on full-stack capabilities. Experience in managing website backends, integrating various systems, and implementing technical improvements is essential. Familiarity with stakeholder engagement and project management will also be beneficial for this role.

Languages:
Professional fluency in English is mandatory for this position. Knowledge of one of the national languages of the project countries (Moldova or Ukraine) is considered a strong asset, as it will facilitate better communication with local stakeholders and enhance the inclusivity of the project.

Additional Notes:
This consultancy is offered under a Special Service Agreement (SSA) and is classified as a short-term, full-time position. The contract duration is from December 2025 to December 2026, with a total of up to 180 working days within one calendar year.
