Job Overview:
The Programme Manager for Countering People Smuggling will play a crucial role in overseeing and managing the Regional Support Office's (RSO) initiatives aimed at combating people smuggling. This position involves strategic direction and oversight of the RSO's work, ensuring that projects align with the Bali Process's objectives. The Programme Manager will be responsible for conceptualizing, implementing, and reporting on various projects, ensuring that they are technically sound and responsive to the needs of Bali Process member states. The role requires staying updated on trends and challenges in border and migration management, facilitating the creation of policy frameworks, and coordinating joint initiatives to address migrant smuggling. The Programme Manager will also manage assigned projects, serve as the primary contact for countering people smuggling, and oversee training and capacity-building initiatives for border and immigration officials across member states.

Duties and Responsibilities:
The duties and responsibilities of the Programme Manager include providing oversight to the RSO’s work on countering people smuggling, coordinating with relevant Bali Process Working Groups, and ensuring that assistance provided to member states is effective. The Programme Manager will manage RSO projects, ensuring alignment with the RSO Strategic Plan and Annual Work Plan. Responsibilities also include developing training modules, conducting evaluations, managing contracts with delivery partners, and providing regular updates on project status. The role requires engaging with various partners, including international organizations and government agencies, to strengthen regional responses to migration challenges. Additionally, the Programme Manager will monitor and evaluate the impact of RSO activities, represent the RSO in meetings and forums, and perform other tasks as assigned by the RSO Co-Managers and Programme Coordinators.

Required Qualifications:
Candidates must possess a university degree in International Relations, Law, Political Science, Public Administration, or related fields, with at least five years of relevant professional experience in migration management or border security" style="border-bottom: 1px dotted #007bff !important;">security. Advanced degrees (Master’s or above) in these fields are considered an asset. The ideal candidate should have experience in countering people smuggling, protection and migration management, and project management. Experience working with government or international organizations, particularly in relation to the Bali Process, is desirable. Candidates should demonstrate expertise in project cycle management, training curriculum development, and stakeholder engagement.

Educational Background:
A university degree in International Relations, Law, Political Science, Public Administration, or related fields is required. Candidates with advanced degrees (Master’s or above) in these areas may have an advantage, reflecting the complex and strategic nature of the role. The educational background should align with the responsibilities of managing migration-related projects and initiatives.

Experience:
The position requires a minimum of five years of relevant professional experience in migration management, border security, or related areas. Candidates should have experience specifically in countering people smuggling and working with vulnerable migrants. Experience in project management, including development, monitoring, and evaluation, is essential. Familiarity with training methodologies and the ability to engage with diverse stakeholders, including government and non-governmental organizations, is also important. Demonstrated experience in achieving outcomes in cross-cultural environments and mentoring staff is highly valued.

Languages:
Fluency in English is mandatory, with strong oral and written communication skills. The ability to communicate effectively and influence stakeholders is crucial. Knowledge of additional languages relevant to the region or the work of the IOM may be considered an asset, enhancing the candidate's ability to engage with diverse populations and stakeholders.

  • The successful candidate will be engaged under an IOM contract, which includes annual and sick leave. The position requires a minimum of three days per week of office-based work, subject to change. The starting salary is USD $4,776 per month, with potential salary increases in line with IOM guidelines. Relocation assistance and working visa support will be provided if necessary. Candidates are responsible for their own taxation liabilities and pension fund arrangements.
