Job Overview:
The Senior Project Support Associate will play a crucial role within the Policy, Programme and Partnership Hub at the IOM Regional Office in Bangkok. Reporting directly to the Regional Project Development Officer (RPDO), the incumbent will be responsible for providing guidance and support in various areas including programming, resource mobilization, monitoring and evaluation, and knowledge management. A significant aspect of this role involves strengthening institutional processes and tools, as well as enhancing capacity development across the Asia-Pacific Region. The incumbent will collaborate closely with regional and headquarters specialists, as well as country offices, to ensure effective support and guidance is provided throughout the region. This position is vital for ensuring that IOM's projects are well-managed and aligned with the organization's goals and objectives.

Duties and Responsibilities:
  • Act as a resource person for Country Offices (COs) in the region, offering ongoing support and guidance on project cycle management and the use of institutional tools and systems such as PRIMA, Strategic Results Framework (SRF), and Institutional Questionnaire (IQ).
  • Assist the RPDO in reviewing results matrices, budgeting, and planning for monitoring and evaluation in project proposals, particularly focusing on smaller COs.
  • Support the drafting and updating of IOM's monitoring and evaluation systems, strategies, plans, tools, guidelines, policies, analytical reports, and data.
  • Aid the RPDO in reviewing and monitoring CO projects to ensure timely evaluations and the implementation of findings and recommendations.
  • Contribute to enhancing institutional knowledge management processes by sharing information and tools related to planning, monitoring, and evaluation.
  • Develop internal reports, presentations, and briefings relevant to planning, monitoring, and evaluation as needed.
  • Assist the RPDO in planning, designing, and conducting capacity building and training initiatives within the region.
  • In the absence of the RPDO, coordinate incoming requests from internal and external partners to ensure the unit's continued functioning.
  • Participate in conferences, workshops, and meetings related to the technical area of expertise as required by the RPDO or Deputy Regional Director for Operations. 1
  • Perform any other duties as assigned by the RPDO.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant experience is acceptable. It is important that candidates have experience in migration issues, including operational and field experience, project management, monitoring and evaluation, and other relevant technical expertise. Demonstrated expertise in monitoring and evaluation, planning, learning, and project development is essential. Experience in liaising with governmental authorities, national/international institutions, the private sector, and NGOs is also required, along with work experience in planning, monitoring, and evaluation in the region being an asset.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or related disciplines. Candidates with a High School diploma may also apply if they have the requisite six years of relevant experience. It is crucial that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of four years of relevant professional experience in the field of migration issues, which includes operational and field experience. Candidates should have a strong background in project management, monitoring and evaluation, and other relevant technical areas. Experience in liaising with governmental authorities and other institutions, as well as work experience in planning, monitoring, and evaluation in the Asia-Pacific region, is considered an asset.

Languages:
Fluency in English and Thai is mandatory for this position, both oral and written. Additionally, working knowledge of any other language spoken in the region is considered advantageous, as it may enhance communication and collaboration with diverse stakeholders.
