Job Overview:
The position of Individual Specialist is situated within the Communication and Information Sector of UNESCO, specifically focusing on enhancing media development and pluralism in the Mekong region. The role involves supporting the planning, implementation, and reporting of various projects aimed at strengthening information integrity and promoting responsible digital transformation. The Individual Specialist will work closely with the UNESCO Regional Office in Bangkok and will be responsible for coordinating initiatives that address digital divides and promote inclusive policies. This position requires a proactive approach to engage with stakeholders and ensure effective project execution, while also contributing to the overall goals of UNESCO's Communication and Information programme.

Duties and Responsibilities:
The Individual Specialist will undertake a variety of responsibilities, including:
  • Providing strategic contributions to the UNESCO–CODEMAO Youth Coding Initiative in Thailand, which involves developing project workplans, engaging stakeholders, advising on financial resource utilization, and monitoring project effectiveness.
  • Supporting projects related to freedom of expression and media literacy, including facilitating grant programmes and organizing advocacy efforts for international observances.
  • Assisting in the implementation of projects focused on digital transformation and ethical AI use, promoting initiatives that empower youth and ensure their participation in online civic spaces.
  • Coordinating the final phase of the Japanese Funds-in-Trust project aimed at preserving documentary heritage, which includes translating toolkits and developing communication materials.
  • Supporting the development of workplans and reports for regular programmes and projects, and assisting in the creation of publications and communication materials.
  • Undertaking missions and tasks as assigned by supervisors, and submitting various deliverables for approval by UNESCO throughout the contract period.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in communication arts, journalism, international relations, social sciences, or related fields. Additionally, a minimum of 2 years of professional experience in coordinating media development or digital competencies education projects at various levels is required. Candidates should demonstrate extensive expertise in project management, strategic planning, and possess strong analytical skills. Effective planning and organizational abilities, along with the capacity to work independently and collaboratively in a multicultural environment, are essential. Excellent coordination and interpersonal skills are also necessary for building partnerships and achieving project goals.

Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master's degree or higher, in fields related to communication, journalism, social sciences, or international relations. This educational foundation is crucial for understanding the complexities of media development and digital transformation initiatives that the Individual Specialist will be involved in.

Experience:
The position requires a minimum of 2 years of relevant work experience in coordinating projects related to media development or digital competencies education. This experience should ideally be at the national, regional, or international level, demonstrating the candidate's ability to manage complex projects and engage with diverse stakeholders effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary working language of UNESCO. Knowledge of other UNESCO official languages is considered an asset and may enhance a candidate's suitability for the role, particularly in a multicultural and international context.
