Job Overview:
The Programme Assistant plays a crucial role in supporting the planning and implementation of complex departmental programs and projects within the OHCHR. This position involves a variety of tasks, including research, data analysis, budget preparation, and project monitoring. The incumbent will assist in coordinating program/project planning and preparation, ensuring that all necessary documentation is completed and submitted for approval. The role requires a proactive approach to monitoring and evaluating programs/projects, tracking data, and preparing reports on budget revisions and expenditures. The Programme Assistant will also be involved in grant management, liaising with grantees, and ensuring compliance with performance indicators. This position demands strong organizational skills, attention to detail, and the ability to work collaboratively with various stakeholders to achieve program objectives. The Programme Assistant will also be responsible for drafting reports, maintaining databases, and providing guidance to junior staff, making it a multifaceted role that is integral to the success of the OHCHR's initiatives in the region.

Duties and Responsibilities:
The Programme Assistant's duties include providing assistance in planning and implementing departmental programs/projects, conducting research and analysis, coordinating program/project proposals, preparing budget estimates, monitoring and evaluating programs/projects, managing grants, liaising with vendors for procurement, collaborating with program/project managers, drafting summaries and reports, maintaining files and databases, and providing training to new staff. The incumbent will also be responsible for preparing periodic reports, ensuring compliance with organizational guidelines, and assisting with data collection and presentation. The role requires effective communication and coordination with various organizational units to facilitate project implementation and resolve any issues that may arise. Additionally, the Programme Assistant will assist in visualizing and updating informational materials, contributing to knowledge management and decision-making processes.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher can reduce the required work experience from seven years to five years. The position requires a minimum of seven years of experience in program or project administration, technical cooperation, or a related area. Experience in data analytics, ERP systems, and procurement procedures within the UN Common System or similar organizations is desirable. Additionally, experience in grant management or related areas is beneficial. Candidates should demonstrate a strong understanding of program/project administration, implementation, and evaluation processes, as well as the ability to work effectively with diverse teams and stakeholders.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have a competitive advantage, as this qualification reduces the required years of relevant experience. The educational background should ideally include coursework or training related to program/project management, administration, or a relevant field that supports the functions of the Programme Assistant role.

Experience:
The Programme Assistant position requires seven years of relevant experience in program or project administration, technical cooperation, or a related area. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Experience in data analytics or related fields is desirable, as is familiarity with ERP systems and procurement procedures within the UN or similar international organizations. Candidates should also have experience in grant management or related areas, demonstrating their ability to manage projects effectively and achieve performance indicators.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations, and while it is not mandatory for this position, proficiency in French can be considered an asset. Candidates should refer to the UN Language Framework for detailed language proficiency requirements.

This position is subject to local recruitment, meaning that applicants must be authorized to work in Thailand. The appointment may be extended based on the availability of funds and the extension of the mandate.
