Job Overview: The Programme Manager (Grants and Impact) will play a crucial role in the FCDO-funded ASEAN-UK Health Security Partnership Programme (HSP), which is designed to mitigate the health, social, and economic impacts of health emergencies in the ASEAN region. This position is responsible for managing projects related to the delivery of the HSP grant mechanism and ensuring effective monitoring and coordination of grantees. The Programme Manager will support the HSP project team and report directly to the Grants and Impact Lead. The role involves promoting and coordinating HSP-related events, assisting with grant monitoring, supporting technical assistance experts, and ensuring compliance with FHI 360 and UK Government standards. The Programme Manager will also be involved in capacity building for potential grantees and will undertake regional travel to support grant activities.
Duties and Responsibilities: The Programme Manager (Grants and Impact) will be responsible for a variety of duties, including: promoting and coordinating HSP-related virtual and in-person events; assisting with the monitoring of grants at both contractual and programmatic levels; supporting technical assistance experts in their roles; organizing and analyzing grant expressions of interest and applications; coordinating with MEL partners to implement the programme's MEL strategy; supporting the issuance of EOIs and RFAs for grants; ensuring compliance with grant management standards; managing logistics and planning for events; providing troubleshooting assistance; offering capacity building support to potential grantees; overseeing project expenditures and preparing financial reports; and undertaking regional travel within ASEAN Member States and Timor Leste to support grant activities.
Educational Background: A Bachelor's degree in a relevant field such as Public Health, International Development, or Global Health is required for this position. This educational background provides the necessary foundation for understanding the complexities of health systems and international development, which are critical for the role of Programme Manager.
Experience: Candidates should have at least 6+ years of relevant professional experience in international development, grant management, or programme management. A minimum of 3 years’ experience managing donor-funded programmes is preferred, particularly those funded by the Foreign, Commonwealth & Development Office (FCDO) or similar bilateral/multilateral donors. Experience managing the end-to-end grant lifecycle, including development and issuance of EOIs/RFAs, technical and compliance screening, and grant monitoring, is essential.
Languages: Fluency in English is mandatory for this position, as excellent written and verbal communication skills are required. While not mandatory, proficiency in additional languages relevant to the ASEAN region may be considered an asset, enhancing communication and collaboration with diverse stakeholders.
Additional Notes: This position is full-time and may require regional travel within ASEAN Member States and Timor Leste.
