Job Overview: The consultant will work under the direct supervision of the project manager and the Chief of the Sustainable Socioeconomic Transformation Section. The primary function of this position is to prepare an agenda and presentation materials for a workshop, as well as to report on the meeting within five days of its conclusion. The consultant will deliver a coherent set of country-specific knowledge products for Thailand under the CRISP initiative, which aims to assess climate-related vulnerabilities and social protection system performance. The consultant will also support the preparation and delivery of a validation workshop to share findings and launch the final report. The ultimate goal is to support national decision-making by providing analytically robust, policy-relevant, and action-oriented outputs that identify system-level gaps and practical reform options. This consultancy will also contribute to regional knowledge under CRISP by generating lessons and approaches that can inform similar efforts in other ESCAP member states.
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive country assessment for Thailand, which includes preparing a country mapping study that promotes institutional capacity for policy and program development, supports the development of appropriate social protection measures, strengthens the evidence base for climate action, and identifies potential avenues for financing. The consultant will also organize a two-day national workshop on climate-resilient and inclusive social protection to share preliminary findings and seek inputs from stakeholders. Additionally, the consultant will conduct a one-day national consultation to launch the CRISP country mapping in Thailand, sharing the final report and identifying next steps for implementation. The consultant will analyze the climate context, current social protection provision, and the integration of social protection and climate policies, providing insights and opportunities for discourse and policy development.
Required Qualifications: The consultant must possess a graduate degree in economics, social development, social administration, labour studies, or related fields, or have equivalent work experience of at least five years in social protection, development, or related areas. Demonstrated experience in research, data analysis, and coordination is essential. Proven professional experience in social protection and working with government counterparts is required, preferably in Thailand or similar contexts. Familiarity with the social protection system in Thailand, including policies, programs, and institutional arrangements, is highly desirable. The consultant should also have experience conducting analytical or policy-oriented studies and supporting stakeholder consultations and workshops.
Educational Background: A graduate degree in relevant fields such as economics, social development, social administration, or labour studies is required. Alternatively, candidates with equivalent work experience of five years in related fields may also be considered. This educational background is essential to ensure the consultant has the necessary knowledge and skills to conduct the required assessments and analyses effectively.
Experience: The consultant should have a minimum of five years of work experience in social protection, development, or related fields. This experience should include demonstrated expertise in research, data analysis, and coordination, as well as proven professional experience in social protection. Experience working with government counterparts, particularly in Thailand or similar contexts, is highly desirable. The consultant should also have a track record of conducting analytical or policy-oriented studies and facilitating stakeholder consultations and workshops.
Languages: Excellent speaking and drafting skills in English are mandatory for this position. Additionally, speaking and drafting skills in Thai are desirable, as they will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.
