Job Overview:
The Chief of Unit position within the Office of Information and Communications Technology, specifically in the Enterprise Solutions Service (OICT/ESS), involves overseeing the management of activities undertaken by the Unit. The incumbent will ensure that work and activities are carried out in a timely manner, coordinating diverse projects and directing major systems projects that are critical to the institution. The role requires providing guidance on strategy development and managing the implementation of policies and procedures. The Chief of Unit will also be responsible for expert advice on complex systems analysis and design, identifying needs for new systems or modifications, and developing plans for feasibility assessments and project implementation. This position is crucial for maintaining effective communication between OICT/ESS and its clients, ensuring that the services provided meet their needs and expectations.

Duties and Responsibilities:
The Chief of Unit will have a comprehensive set of responsibilities, including planning and overseeing the management of activities within the Unit, ensuring timely execution of projects, and providing guidance on strategy development. The incumbent will develop cost proposals for contractual services, oversee technical evaluations, and manage contracts. They will track project progress against plans and quality measures, liaise with users throughout development phases, and provide professional leadership to the unit. The role also involves keeping abreast of developments in the field, determining the need for testing new products, and preparing technical reports. Additionally, the Chief of Unit will facilitate communication with clients, participate in budget planning, and analyze data to provide insights for decision-making.

Required Qualifications:
Candidates must possess a strong knowledge of systems design, development, management, and maintenance of complex information systems. They should demonstrate the ability to develop and oversee large institutional systems and possess strategic analytical capacity to evaluate critical systems matters. Knowledge of various computer languages and development paradigms is essential, along with an understanding of the organization's information infrastructure and IT strategy. Candidates should exhibit professionalism, accountability, and client orientation, ensuring that they meet commitments and maintain productive partnerships with clients.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of enterprise software solutions is required. Candidates should have experience supporting software needs of UN peacekeeping operations or other complex international organizations. Additionally, they should have experience managing a software engineering team and leading the design and implementation of data integration platforms and enterprise governance for large user bases.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in reading, writing, listening, and speaking. Candidates should be able to communicate effectively in both languages, especially in a professional context.
