Job Posting Organization: The International Organization for Migration (IOM) was established in 1951 and is recognized as the leading UN agency in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. The organization operates in over 100 countries and has a mission to ensure that migration is safe, orderly, and dignified. IOM is particularly focused on addressing the challenges posed by climate change and human mobility, especially in regions like Southeast Asia, which are severely affected by environmental degradation and socio-economic vulnerabilities.
Job Overview: The Consultant will be responsible for developing a practical and training-oriented Climate Change and Human Mobility Training Manual specifically tailored for Thailand. This role involves synthesizing existing evidence, methodologies, and policy frameworks into a structured and accessible learning resource. The Training Manual aims to support IOM, government counterparts, and other stakeholders in delivering training and capacity-building activities on climate mobility. The Consultant will work under the supervision of the Head of the Data, Research and Climate Mobility Unit (DRCMU) and will be expected to produce a publication-ready document of approximately 50-80 pages, along with supporting materials such as a facilitator guide and presentation slides. The Consultant will also engage in stakeholder consultations to validate the content and ensure its relevance for intended users.
Duties and Responsibilities: The Consultant's duties will include designing the training manual and learning framework, developing technical and training content, creating practical learning tools and exercises, and preparing supporting training materials. Specific responsibilities involve defining learning objectives, organizing content into logical modules, integrating case studies, and ensuring that gender-responsive and inclusive perspectives are embedded throughout the manual. The Consultant will also be tasked with presenting the draft materials during a validation workshop, documenting feedback, and finalizing the training package based on stakeholder input. Deliverables will include an inception report, draft training package, and final training materials, all of which must be submitted according to the agreed timeline.
Required Qualifications: Candidates must possess a Master's degree or higher in Social Sciences, such as Migration Studies, Economics, International Relations, Development Studies, or Environmental Studies, from an accredited academic institution. A multidisciplinary background that combines social sciences with climate change, environmental studies, migration, public policy, or education is advantageous. Additionally, candidates should have excellent analytical and reporting skills, the ability to work effectively in sensitive environments, and strong presentation and representation skills. The role requires a capacity to work independently with minimal supervision and a strong understanding of climate-related human mobility data.
Educational Background: The educational background required for this position includes a Master's degree or higher in relevant fields such as Social Sciences, Migration Studies, Economics, International Relations, Development Studies, or Environmental Studies. Candidates with a multidisciplinary background that combines these areas with climate change and public policy will be preferred. This educational foundation is essential for understanding the complexities of climate change and human mobility, as well as for developing effective training materials.
Experience: A minimum of five years of demonstrated experience in developing training manuals, curricula, toolkits, or comparable structured learning products is required. Candidates should have proven expertise in translating technical evidence and policy materials into practical, accessible training content for diverse audiences. Experience in climate change, human mobility, disaster risk reduction, and development policy is essential, along with a history of working with government agencies and institutional stakeholders, preferably in Thailand or Southeast Asia.
Languages: Fluency in English, both oral and written, is mandatory for this position. Knowledge of Thai is considered an asset, as it will facilitate communication and engagement with local stakeholders and enhance the relevance of the training materials developed.
Additional Notes: The consultancy is classified as Category B and is home-based with travel required within Thailand for stakeholder consultations and presentations. The contract duration is four months, with a desired start date as soon as possible. The Consultant will receive an all-inclusive fee based on milestones and deliverables, with payments structured as follows: 25% for preparatory work, 50% for data collection and reporting, and 25% for conducting validation meetings and finalizing reports.
