Job Overview: The Technical Advisor II, Polio is responsible for providing strategic and technical leadership for the STRengthening Infectious Disease DEtection Systems (STRIDES) Activity, specifically focusing on polio eradication-related surveillance, laboratory strengthening, and case detection. This role requires ensuring that STRIDES polio activities align with global guidance, national policies, and donor regulations while delivering high-quality technical assistance across participating countries. The Advisor will work closely with regional and country teams to troubleshoot implementation challenges and adapt interventions to evolving epidemiologic and operational contexts. Additionally, the Advisor will support capacity-building, mentoring, and technical assistance for country teams, local partners, and government counterparts, ensuring alignment with the United States Government’s global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security priorities. The role also involves contributing to FHI 360’s technical thought leadership by developing tools, guidance, and learning products that enhance the organization’s visibility and credibility in polio eradication and infectious disease surveillance.
Duties and Responsibilities: The Technical Advisor II will be responsible for a variety of tasks, including: leading the creation of the technical portion of the STRIDES-Polio Activity plan, supporting day-to-day technical and operational activities, coordinating with technical and programmatic staff to ensure compliance with contract requirements, supervising field staff to ensure technical quality, and preparing subcontracts and budgets. The Advisor will also provide global technical leadership to multiple components of the STRIDES – Polio program, develop strategies for implementation, ensure high-quality delivery of technical components, and oversee staff assignments. Additionally, the Advisor will review donor financial and technical reports, prepare presentations for donors, and ensure that technical deliverables meet best practices and contractual obligations. The role requires proactive identification of risks and challenges to technical deliverables and the creation of mitigation plans.
Required Qualifications: Candidates must possess a Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field. Project Management (PM) Certification is preferred. The position requires in-depth functional knowledge around polio eradication efforts, particularly in surveillance, case investigation, and laboratory services. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to manage projects, set priorities, and influence others. Excellent negotiation skills and the ability to collaborate effectively with colleagues and stakeholders are also required.
Educational Background: A Master’s Degree or its international equivalent in a relevant field is required for this position. Candidates with additional certifications, such as Project Management (PM) Certification, will be given preference. The educational background should reflect a strong foundation in health, social sciences, or international development, which is critical for understanding the complexities of polio eradication and related health initiatives.
Experience: The position typically requires 12+ years of relevant experience in designing and evaluating applicable programs or services. Candidates should have experience managing activities of lower-level staff and a proven track record of individual contributions. Relevant publications, presentations, and reports in the field of polio eradication, surveillance, and laboratory support are highly desirable. Prior work experience in a non-governmental organization (NGO), government agency, or private organization engaged in polio eradication efforts is preferred, along with international program development or program management experience.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages relevant to the regions where STRIDES operates would be considered an asset, enhancing communication and collaboration with local partners and stakeholders.
Additional Notes: This position is based in the United States and may require travel of 10% to 25%. The expected salary range for this role is between USD 115,000 and 155,000 annually, depending on experience and qualifications. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year for full-time employees.
