Job Overview: The position involves the development of a comprehensive Monitoring, Evaluation, and Learning (MEL) Framework specifically for the Office of National security" style="border-bottom: 1px dotted #007bff !important;">Security in Gambia. This framework is crucial for assessing the effectiveness and impact of security initiatives and ensuring that they align with national development goals. The contractor will be expected to engage with various stakeholders, including government officials, civil society, and international partners, to gather insights and data that will inform the MEL Framework. The role requires a deep understanding of monitoring and evaluation principles, as well as the ability to translate complex data into actionable insights. The contractor will also be responsible for training staff on the MEL Framework to ensure its sustainability and effective implementation.
Duties and Responsibilities:
Conduct a thorough assessment of existing monitoring and evaluation practices within the Office of National Security.
Develop a tailored MEL Framework that aligns with national security objectives and integrates best practices in monitoring and evaluation.
Collaborate with stakeholders to identify key performance indicators (KPIs) that will measure the success of security initiatives.
Designdata collection tools and methodologies to gather relevant data for the MEL Framework.
Provide training and capacity-building sessions for staff on the implementation and use of the MEL Framework.
Prepare detailed reports and presentations on findings and recommendations based on the MEL Framework.
Ensure that the MEL Framework is adaptable and can evolve with changing security contexts and priorities.
Facilitate workshops and discussions to promote a culture of learning and adaptation within the Office of National Security.
Required Qualifications:
Proven expertise in developing Monitoring, Evaluation, and Learning frameworks, particularly in the context of security or governance.
Strong analytical skills with the ability to interpret complex data and provide actionable recommendations.
Excellent communication skills, both written and verbal, to effectively engage with diverse stakeholders.
Familiarity with the security landscape in Gambia and understanding of national development priorities.
Experience in capacity building and training, particularly in the context of monitoring and evaluation.
Educational Background: A minimum of a Master's degree in a relevant field such as Development Studies, Public Administration, Social Sciences, or a related discipline. Additional certifications in Monitoring and Evaluation or Project Management would be an advantage.
Experience: At least 5 years of professional experience in monitoring and evaluation, with a focus on security or governance projects. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven track record of developing MEL frameworks and conducting evaluations in complex environments is essential.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Gambia would be an asset, as it would facilitate better communication with local stakeholders and enhance the effectiveness of the MEL Framework.
Additional Notes: The assignment is expected to last for a period of 40 working days. This is a contract position for an individual contractor, and the work can be conducted remotely with occasional in-country meetings as required. The contractor will be compensated according to UNDP's established rates for individual contractors.
