Job Overview: The Area Manager (AM) plays a crucial role in the Danish Refugee Council's operations in Tripolitania, Libya. This position involves coordinating, managing, developing, and representing DRC's programming in the region. The AM is responsible for overseeing program implementation in alignment with DRC's strategies and ensuring compliance with the organization's regulations, procedures, and guidelines. The role requires fostering productive relationships with beneficiaries, community leaders, governmental authorities, donors, and other NGOs and UN agencies. The AM serves as DRC's primary representative in the area of responsibility (AoR) and is tasked with ensuring a results-oriented team environment while maintaining a safe and secure environment for staff and beneficiaries. The AM will also be involved in strategic planning, program development, and advocacy efforts, ensuring that DRC's initiatives contribute to broader humanitarian goals.
Duties and Responsibilities: The Area Manager's duties encompass a wide range of responsibilities, including:
Representation and Coordination: Act as the primary DRC representative in Tripolitania, participating in senior management team meetings and relevant forums. Foster relationships with government authorities and stakeholders, ensuring that DRC's programs contribute to advocacy efforts.
Management: Line manage area support and program staff, ensuring effective inter-department coordination and team development. Implement result-oriented management systems and capacity-building plans for staff.
Programme Management and Development: Lead the adaptation of DRC's national strategy to local contexts, provide guidance for program development, and oversee project implementation to ensure timely delivery and adherence to objectives.
Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security: Ensure a safe environment for staff and beneficiaries by maintaining up-to-date security procedures and conducting regular training.
Accountability: Promote compliance with DRC policies and procedures, addressing any reports related to the Code of Conduct.
Operational Oversight: Provide leadership in logistical, HR, finance, and office services activities, ensuring compliance with internal procedures and donor regulations.
Reporting: Ensure quality assurance and timeliness of internal and external reports, leading internal coordination mechanisms in the AoR.
Required Qualifications: To qualify for the Area Manager position, candidates must possess a minimum of seven years of experience managing humanitarian and development programs with NGOs. Additionally, candidates should have:
Project and Operations Experience: At least 7-10 years of experience overseeing multi-sector, multi-donor programs in complex environments.
Senior Management Experience: A minimum of five years in a senior management role, demonstrating leadership and strategic oversight.
Personal Attributes: A strong 'can-do' attitude, the ability to work independently and collaboratively, and a strategic perspective.
Educational Background: Candidates must hold a postgraduate degree in a relevant field, such as international development, social sciences, public administration, or related disciplines. This educational background is essential for understanding the complexities of humanitarian work and effectively managing programs in challenging environments.
Experience: The position requires a significant level of experience, specifically a minimum of seven years in managing humanitarian and development programs. Candidates should have a proven track record of overseeing multi-sector, multi-donor programs in complex and volatile environments, as well as at least five years in a senior management role demonstrating leadership and strategic oversight.
Languages: Fluency in English is mandatory, with excellent verbal and written communication skills. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and beneficiaries.
